Description
Notice of Intent to Sole Source for CPFD, LLC for Barracuda Virtual ReactorIn accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to CPFD, LLC for the renewal of the Barracuda Virtual Reactor Software. This software allows current CPFD Barracuda models in existence at the NETL to be simulated using the exclusive features (grid generator, chemistry models, GPU acceleration, etc.) only found in the CPFD software package. This software provides computational fluid dynamic modeling capabilities, along with custom model building capabilities, for use in the design, analysis, and optimization of gasification, combustion, carbon capture and gas clean-up devices used in advanced power generation systems. The period of performance for this effort will be from December 13, 2019 to December 12, 2020.The total estimated cost for all items noted above is $257,500.00.This is considered a sole source to CPFD, LLC because, to the best of the NETL’s knowledge, based on market research conducted CPDF, LLC is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 12:00 AM ET on December 12, 2019. Responses must be submitted in writing to George.lemasters@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
