- Description
- Amendement I is issued 11/27/2019. The RFP, RFP Attachment A, and RFP Attachment D have been updated as a result of the amendment. Offerors should ensure, they are using the most updated version of each document to generate their proposal. Offeror questions and Goverment answers have also been posted with the amendment.This Request for Proposal (RFP) is isssued using Full and Open Competition. The NAICS code applicable to this solicitation is 541330 - Engineering Services which has a size standard of $38.5 million under the Marine Engineering and Naval Architecture exemption. GSA plans to acquire systems engineering, research, development, prototyping and testing capabilities to support maritime systems assessments on behalf of United States Special Operations Command (USSOCOM) Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) Center, Program Executive Office for Maritime (PEO-M) in Tampa FL. The contract requirements focus principally on maritime systems, but also include engineering efforts in support of mission support and launch and recovery operations. Further Technical requirements are located in the attached Performance Work Statement (PWS). Proposal submission requirements, instructions to offerors, and proposal evaluation information are included in the attached RFP. Proposals, electronic and hardcopies are due no later than (NLT) 16 December 2019 at 10:00 AM EST. If hand delivering hardcopies to the location specified in the RFP, coordinate delivery dates and times 48 hours in advance via email to Jonathan.Rinkinen@gsa.gov and Libia.Cristancho@gsa.gov. Jonathan Rinkinen and Libia Cristancho should each be included for all email questions under this solicitation. The Offeror must include the company name and solicitation number in the subject line of the email. The question(s) must include the document title, page number/tab, section, section title that pertains to the Offeror‘s question(s). The questions should be submitted using Microsoft Excel with the following column headers: Doc Title Page/Tab Section Title Question Questions not submitted via e-mail to Jonathan Rinkinen and Libia Cristancho will not be answered. Questions can be e-mailed any time after the solicitation is posted ; however, all questions must be received via e-mail no later than Tuesday, 26 November 2019 at 4:00 PM Eastern Standard Time (EST).Questions will be addressed in a response document posted as an attachment to the solicitation and will be posted on beta.SAM.gov shortly following the due date of the solicitation questions. The Government intent is to not extend the RFP or Question due date. Questions submitted after the question due date will only be answered at the discretion of the Contracting Officer.
