- The purpose of this amendment to Combined Synopsis/Solicitation 36C25720Q0001 is to respond to questions submitted by potential offerors and to extend the RFQ quote submission date and time. REVISED QUOTE SUBMISSION DATE AND TIMEQuotes must be received no later than Monday, December 9, 2019 11:59pm CST. Email your quote directly to Victoria.Rone3@va.gov. The subject line must specify: RFQ 36C25720Q0001 (Window Washing Services NTX). There will be no automated email notification of receipt of quotes. All quotes received without requested documentation will not be considered.Window Washing Solicitation Questions and ResponsesIs this cleaning inside and out window cleaning? The cleaning is only for the outside. Could you please provide a copy of the sign-in sheet for the site visit? No, the sign in sheet for the site visit will not be provided. What is the current or previous contract number? There is no current or previous contract number to provide. Would�it be possible�for us to have a VA-badged project manager conduct a site survey (i.e. take measurements) of the exterior of the buildings from the exterior? If so, would that require scheduling an escort, or could they come out anytime�during business hours? Not sure I understand your question. Are you requesting to come back to the facility for a survey? Yes, you can. This must be scheduled with the Contracting Officer prior to the quote submission date and time.Can you please indicate which buildings are to be cleaned at each location, the site visit coordinators did not know at either location? The building numbers are on SOW. Dallas: 1, 2, 2J, 71, 77, 74 (SCI), 60 (CLC), 75 (community center) and New ED Bonham: Building 1, 2, 3 4, CLC and Domiciliary, Are there OSHA approved roof anchors on any of the buildings?� I am particularly concerned with building 2 and the new addition in Dallas and Building 1 and 2 in Bonham? The site visit provided this information. Does the Government want the solar screens in Bonham�removed and reinstalled by the contractor or will engineering remove and reinstall? The contractor will remove and replace the solar screen. Statement of work indicates only outside to be cleaned, is this correct? YesThe window count on statement of work is not correct can engineering give a better SWAG? No, not at this point. The window in all the building need to clean, When was the last time windows were cleaned? Information not available.(Bonham) how many buildings will get window cleaning? Information provided in the Statement of Work and during the site visit carried out. Are all the windows getting cleaned on the buildings that will be on the list of buildings to be done? NoAre we required to unscrew the screens that are screwed to the window frames? Yes, as long as it is on the exterior part. (Dallas) how many buildings will get window cleaning? See aboveAre all the windows getting cleaned on the buildings that will be on the list of buildings to be done? See the SOW and the previous responses to questions. It is important to note the Dallas site visit did not provide any information regarding the building(s) to be serviced, which windows, or whether or not there are anchor points for any building. Building is listed above; all windows must be clean. The government does not have any information on the Anchor. We were hoping that the vendor review during site visit. There still exists some conflict regarding how many windows and how many buildings are to be covered in this service. Can the government please confirm the actual number of buildings and actual number of windows in total that are to be cleaned? This is addressed in the SOW, previous responses to questions, and was addressed during the site visit. Is pricing for service to be done on a ""biannual basis"" (every six months) per year, correct? and to provide pricing for the extra six months along with the base and four options as you stated? We are requesting services be done bi-annual basis. That means each window be clean twice a year. This information is not available.However, it appears that you are requiring Window Cleaning service on a ""monthly"" basis for both facilities (Dallas and Bonham), if correct the service is going to be expensive, but I also noticed that you don't want ""interior"" servicing only exterior servicing? Pricing should be provided for both locations. Can you please provide the contract number for the current contract under which these services are being performed? total contract cost? current contractor? Not applicable Please verify the total number of windows for each campus (campus). There seems to be some discrepancy in the approx number of windows in the solicitation and whether those are totals for each campus or approx totals per building. If a potential offeror desires to schedule a site visit they must send an email to Victoria.Rone3@va.gov by no later than Wednesday, December 4, 2019 at 11:00am CST. The email must contain all of the POC information for the company (attendees, phone numbers, emails, socioeconomic status). Site visits will only be scheduled during the week of December 9, 2019 December 13, 2019. . Does the VA truly want a combined price for both buildings? Yes, pricing should be combined as outlined in the solicitation and according to the Statement of Work. The question I want to ask is there a limit of people under me or who I hire to perform the daily duties in washing the windows? No, the vendor that is awarded the contract needs to determine the amount of employees hired to carry out the work outlined in the Statement of Work and that all employees are paid in accordance with the Service Contract Act and the applicable Wage and Determination rates. Do you want the workers hanging on the side of the building like rock climbers or cliffhangers? The vendor needs to determine the best way to perform the services outlined within the solicitation. However, no work performed should cause a hinderance to patient care being carried out at either facility. Are we allowed to hire veterans because I would love to give them opportunities to work? Yes, veterans are allowed to be hired. Please see the solicitation and the FAR for further guidance. No further questions will be addressed via email or by telephone.
