- Description
- The project is for construction of two (2) Earth Covered Magazines (ECM) and a Production Area that will include a Munitions Assembly Conveyor (MAC) shelter to support United States and Australian military joint training activities at Royal Australian Air Force (RAAF) Base Tindal, Northern Tettitory Australia. The project will also require that a new electrical service with unit substation be brought to the site from existing substation #32. A new telecommunication service will be extended from Bldg. 452 to the site. The Building Code of Australia and Manual of Fire Protection will be applied for fire protection requirements to ensure local fire services can utilize fire protection infrastructure. The work will also include two (2) pre-priced options: one (1) free-standing structure steel MAC shelter and (2) provisions, design, installation, testing, and associated training for the Electrical Security System equipment necessary for the facility. In accordance with FAR 52.217-7 Option for Increased Quantity - Separately Priced Line Item, the Government may exercise the options by written notice to the Contractor within 360 days of contract award. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. The solicitation (if any) and resulting contract (if any) will be subject to the Federal Acquisition Regulations (FAR) and supplemental U.S. Department of Defense and Agency Acquisition Regulations.A one-time site visit has been scheduled for 21 January 2020 at 9:00 a.m. Australian Central Standard Time (ACST). The site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered. Arrangements have been made for a bus to transport attendees from the front gate of RAAF Base Tindal to the project site. Therefore, each company is limited to a maximum of two (2) attendees.Those interested in attending the site visit shall submit their name(s), phone number(s), nationality, gender, passport number, a photocopy of the passport photo page, company name and address to Mr. Tyler Moon at tyler.moon@navy.mil on or before 13 January 2020 at 2:00 p.m. HST (NO EXCEPTIONS). Additional information regarding the site visit will be provided in Document 00100 of the RFP. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236210 AND AVERAGE ANNUAL RECEIPTS IS $39.5 MILLION OVER THE PAST THREE YEARS. Estimated range is between $10 million to $25 million U.S. Dollars. The contract completion period is anticipated to be 586 calendar days. This is a source selection procurement requiring the submission of both technical and price proposals. Proposals submitted in response to this solicitation shall be in the English language and in U.S. dollars. Contract award will be made to the responsible offeror whose offer, conforming to the Request For Proposal (RFP), is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. The technical factors are as follows: (1) Experience, (2) Past Performance, and (3) Safety. For evaluation of experience and past performance, a relevant construction project is defined as “New construction of reinforced concrete structures/buildings with hardened construction to mitigate blast effects to provide protection for personnel or valuable equipment, and approximately $5M or more in construction dollar value.Projects submitted for evaluation must have been completed or substantially completed within the past ten (10) years from the date of issuance of this solicitation. “Substantially completed” is defined as at least 90% physical completion by the date of solicitation issue. Alteration, renovation, or repair will not be considered a relevant project.”The RFP will be available on or about 13 December 2019. Printed copies of the RFP will not be issued. The RFP, including the specifications and drawings, can be accessed at the BETA System for Award Management (SAM) web site. Contractors must register at the BETA SAM website to obtain access to the RFP. Registration instructions can be found on the BETA SAM website. Once registered in BETA SAM, the contractor must request explicit access to view the documents. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the RFP documents.Amendments will be posted to the BETA SAM web site https://beta.sam.gov/. It is highly recommended that firms register on the BETA SAM website as this will be the only plan holder’s list available. It is the offerors responsibility to check the BETA SAM website periodically for any amendments to the solicitation.Offerors are required to be registered in the SAM data base at https://www.sam.gov.
