- This is a Sources Sought Notice for Architect and Engineering Services. The VA Medical Center, Buffalo, New York is engaging in a short-list selection as defined in FAR 36.602-5(a) of an AE (SDVOSB) for the design of a project titled: “Nuclear Medicine and PET Equipment Site Prep” with a project number “528-19-108.” SDVOSB AE Firms with a SF 330 on file within the past twelve (12) months and within a 400-miles radius to the Buffalo VAMC are being considered. NOTE: Firm must have an active, staffed office mileage radius, no P.O. Boxes or unstaffed satellite offices. If you believe you have a SF 330 on file and would like to be considered for this procurement, please send an e-mail to shaun.maines@va.gov expressing your interest in being considered. If your firm does not have a SF 330 on file, or you wish to update previously submitted SF 330’s, please do so by emailing the Contract Specialist at shaun.maines@va.gov by 4:00 PM (Eastern), December, 16th 2019. Discussions may be held with the top-ranking firms. These discussions will at a minimum include a verification of accuracy of the information within the SF330 and a chance to provide any updated information. Responses to discussion items will be evaluated using the same factors outlined below as applicable.This procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The estimated construction cost for this project is between $250,000 and $500,000. The NAICS code for this procurement is 541330 (Engineering Services). The small business size standard for NAICS 541330 is currently $16.5 million.The general scope of this project is to perform investigative and design services to provide a comprehensive construction plan for the above-mentioned requirements at the Buffalo VAMC. The design shall include full scope of work, construction specifications, design drawings, and construction estimate. The period of performance for design work will be 180 days from the notice of award.This project will include but is not limited to the following:The A/E shall provide complete design services (preliminary concepts and layouts, program development, investigative services, preparation of contract drawings and specifications, cost estimating services, and construction period services) for VA Project #528-19-108, Nuclear Medicine and PET Equipment Site Prep for the Buffalo VAMC.Existing ConditionsThe existing rooms and the medical equipment have reached their life expectancy, and they are scheduled to be replaced. To install this equipment, the supporting spaces must be assessed and renovated to ensure they can support the new equipment. The intent of this effort is to perform site preparation renovations to support the installation of new medical equipment. The Buffalo VAMC requires a Consultant to perform the Architectural and Engineering (A/E) services necessary to accomplish this goal. The Contract Specialist (CS) has determined no circumstances warrant a sole source for this requirement based on the following market research performed.A/E Scope of ServicesThe scope of this project requires a design for renovations to support the installation of new medical equipment. The new medical equipment will be installed in Building 1 at the Buffalo VMAC.Table 1: New Medical Equipment and Current Installation LocationRooms ImpactedDepartment/Area New Equipment 141/144/145PET/CTGE Discovery MI415C/416CNuclear Medicine(2) GE Discovery The qualified Consultant shall be responsible for performing field investigation and verify of the accuracy of the drawings with the actual conditions. The consultant must provide the Government with a Quality Assurance/Quality Control (QA/QC) Plan that documents the methods, processes, procedures that are going to be implemented by the Consultant to validate the work their subcontractors perform. The Consultant is required to perform an inspection (to include destructive investigation and testing if necessary) of the areas to be renovated to identify and test suspect materials. The Consultant is responsible for the development of an independent construction cost estimate at several points throughout the design process. The Consultant shall advise the Contracting Officer in writing if the anticipated cost of the construction effort is considerably different from the construction limitation dollar amount (i.e. the funds allocated for the construction effort). The Consultant is responsible for obtaining/providing, inspecting, and maintaining any required Personal Protective Equipment (PPE) necessary to perform services within the desired time. Design services shall include initial conceptual drawings, 30%, 65%, 95%, and 100% drawings and specifications for review and approval, and 100% construction documents provided in multiple sized copies. A full scope of services will be included in the formal solicitation after a review of the SF330s. The following evaluation criteria will be used when reviewing submitted SF330 data and will comprise the basis of information to be used by Buffalo VAMC for A/E evaluation and selection. Firms submitting SF330 data for consideration must address each of the following criteria in the SF330: Short-List Criteria Utilizing the SF330 FormDepartment of Veterans Affairs’ Architect-Engineer Evaluation Board at the Buffalo VAMC intend to use the following criteria to identify qualified firms. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Experience with design of treatment areas in a healthcare facility. Experience with government designs and construction. Experience with extensive site survey skills Professional Qualifications necessary for satisfactory performance of required services. Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates shall be included as an evaluation criterion when construction period services is included in the statement of work for A-E services. Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Capacity to accomplish the work in the required time. Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. The extent to which potential contractors identify and commit to the use of service-disabled Veteran-owned small businesses, Veteran-owned small businesses, and other types of small businesses as subcontractors.Discussions may be held with the top-ranking firms.
