SOURCES SOUGHT SYNOPSISDESCRIPTION: This Sources Sought Synopsis shall be used to determine the availability of potential sources having the skills and capabilities necessary to perform/provide service for corrective and preventive maintenance (PM) support of the OptiFill system including two PM inspections for the Fastfill 64, exchange program for QuickFills, on-site visits, 24x7 phone support, and all parts. See Scope of Work below.G.V. (Sonny) Montgomery VA Medical Center (GVSMVAMC), in Jackson, MS. has the OptiFill system for Pharmacy needs of Veteran patients. Due to the complex and nature of the system, a service contract for corrective and preventive maintenance is required. All interested vendors are invited to provide information to contribute to this market survey/sources sought synopsis including, commercial market information. This is not a solicitation announcement. This is a Sources Sought Synopsis only. Questions should be submitted by email to anthony.mitchell4@va.gov. Provide only the requested information below.The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hubzone, 8(a), small, small disadvantage, woman owned small business, or large business) relative to NAICS 811219, Other Electronic and Precision Equipment Repair and maintenance. The Small Business Administration size standard is $22 Million. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this sources sought announcement. Please demonstrate the contractor's ability to perform services of this nature as the course of its daily business operations. Services shall be performed in accordance with industry standards and practices by qualified personnel.Responses must be emailed to anthony.mitchell4@va.gov no later than NOON CST, December 11, 2019. Your response should include both the STATEMENT OF CABABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained below. Please place Attention: PMI OptiFill in the subject line of your email. This notice is to assist the VA in determining sources only. A solicitation is not currently available; therefore, DO NOT REQUEST A COPY OF A SOLICITATION THAT DOES NOT EXISTS. If a solicitation is issued it will be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this announcement.REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY:(1) Submit a brief [five (5) pages or less] capability statement explaining your capability to perform PMI services for the OptiFill, Fastfill64, exchange program for QuickFills, on-site visits, 24x7 phone support, and all parts. Include the number of qualified personnel need to accomplish this service. Include experience in performing these services for the VA, other Government (Federal or State) agency, or for a private medical facility. To receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. The expired contract services were provided by Task Order to NAC contract V797P-4251B / VA256-17-F-4083. SPECIFIED REQUIREMENT: The contractor shall communicate its capabilities to accomplish the following: 1. SCOPE: The G.V. (Sonny) Montgomery Veterans Affairs Medical Center (GVSMVAMC) requires corrective and preventive maintenance (PM) support of the OptiFill system including two PM inspections for the Fastfill 64, exchange program for QuickFills, on-site visits, 24x7 phone support, and all parts.2. BACKGROUND: GVSMVAMC has the OptiFill system for Pharmacy needs of Veteran patients. Due to the complex and nature of the system, a service contract for corrective and preventive maintenance is required. 3. SUMMARY OF REQUIREMENTS: Contractor shall provide corrective and preventive maintenance (PM) and support to: OptiFill FastFill 65 SN 10P.30302514QuickFill SN 13P.10201457QuickFill SN 13P.60182467Period of Performance:Oct 1, 2019 through Sept 30, 2024Definitions:COR: Contracting Officer s RepresentativeGVSMVAMC: G.V. (Sonny) Montgomery Veterans Affairs Medical Center VHA: Veterans Health AdministrationVA: Department of Veterans Affairs VA Mission: To fulfill President Lincoln's promise To care for him who shall have borne the battle, and for his widow, and his orphan by serving and honoring the men and women who are America s veterans. 4. TASKS:Requirements: Maintenance: Contractor shall provide two preventive maintenance inspections on FastFill system. Inspections include, but are not limited to, visual and functional inspection, cleaning, calibration, adjustment, replacement of parts as needed per manufacturer s recommendations. Performance: The contractor will be on-site performing corrective action response to service calls. All work is to be performed by competent personal, experienced, and qualified to work on equipment. All work performed shall be in accordance with manufacturer s instructions, including but not limited to: adjustments, calibrating, cleaning, lubricating, testing, disassembly, checkout, replacement of parts, etc; required to keep the equipment in operating condition. Contractor shall guarantee that all equipment covered by this contract shall be in optimum working condition at the expiration date. Parts: Only new standard parts shall be furnished by the contractor. All parts shall be of current manufacture and shall have compatibility with presently installed equipment. Equipment: Should a piece of equipment require repair at the contractor s plant, the contractor shall provide a loaner at no extra charge. Government property cannot be removed from the station without a signed property pass. This pass can be obtained after removal is authorized (by the COTR) from Logistics Service. Equipment may not be removed by the contractor from government site for minor repairs only. The contractor shall be responsible for loss or damage of equipment while in the contractor s charge.Communication Services:Service Call: There will be unlimited service visits during the period, Monday through Friday from 8am to 5pm, excluding holidays. Service does not include the cost of travel and labor for weekend or holiday visits.Help Desk Support: Technical and clinical telephone and email support will be provided twenty-four hours per day, seven days per week.Maintenance Scheduling: Contractor shall schedule service on equipment by calling Biomedical Engineering.Contractor Qualifications: Contractor personnel shall be trained and qualified to work on all components of the microscopes. Contractor personnel shall provide proof of pertinent successful completion of training and/or certification, upon customer inquiry. Any deviation from this standard could result in poor performance review.Documentation in the form of an email to the COR and Biomedical Engineering Department after each PM inspection.PRS # 2 The Contractor shall provide 24x7 phone supportContractor provided phone support whenever needed.Zero deviation. Any deviation from this standard could result in poor performance review.Documentation of technical call placed.
