Page 2 of 2Synopsis:This is a Sources Sought Notice for Architect and Engineering Services to improve potable water distribution at the Buffalo, NY VA Medical Center, project 528-16-110. The estimated cost of construction for this project is $8.8M. This is NOT a request for proposal.Set-Aside: This procurement is anticipated to be 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB). The NAICS Code for this procurement is 541330; the Small Business size standard is $15.0M. SDVOSB s shall be verified in www.beta.sam.gov at the time of evaluation and any subsequent RFP and prior to award.Area of Consideration: The area of consideration is restricted to firms having a headquarters office with key personnel within a 600-mile radius from 3495 Bailey Ave. Buffalo, NY, 14215, as indicated by a mapquest.com driving direction search.Background:The Buffalo, NY VA Medical Center was originally constructed in 1947 and is comprised of 25 buildings and structures totaling 1.1 million square feet. Much of the plumbing system is original piping and has degraded with time. Certain portions of the potable water system have been upgraded as part of other efforts. Several of these plumbing upgrades were not the primary focus of the work and were done as part of space renovations. These plumbing changes frequently did not consider the entire system. As a result, the existing potable water system requires a complete examination for replacement of degraded areas and suggested modifications to make it adequate for a modern healthcare system.The objectives of this project are:Site survey(s) of existing conditions to assess the existing potable water distributionsystem, copper silver ionization system, hot water recirculation system, and associatedpiping to determine the condition, capacity, integrity, and level of compliance withcurrent building codes/standards.Consultation and discussion with VA staff to include expansion plans into theassessment for these future demands on the system.Determine courses of action to resolve issues identified by the Consultant and theVAMC.Improved compliance with VHA directive 1061 PREVENTION OF HEALTHCAREASSOCIATEDLEGIONELLA DISEASE AND SCALD INJURY FROM POTABLE WATER DISTRIBUTION SYSTEMS .Development and document a design plan to minimize the construction impacts to the medical center s operation.Develop detailed construction documents (35%, 65%, 95%, 100%), specifications, cost estimates, and an associated execution plan with constructability review (incorporates temporary construction, shutdowns, system bypasses, needed laydown areas, infection control barriers, phasing, and overall impact on medical center operations).Submittal tracking and review.Provide answers to construction contractors for requests for information (RFI).Reconciliation of construction contractor As Built drawings into final record drawings.Oversee construction operations in conjunction with Buffalo VAMC personnel to ensure contractor is in compliance with developed detailed construction documents and specifications.General Scope:The entire Buffalo VAMC campus is within the scope of this effort. All systems related to these buildings (architectural, civil, structural, electrical, communications, mechanical, fire protection, hazardous material abatement drawings, etc.) are within the scope of this effort and subject to renovation as required to support the final plumbing design for potable water. The potable water system is defined to be the cold-water system (high and low pressure), hot water system (high and low pressure), associated recirculation loops, pumping equipment, controls equipment, hot water generation equipment, and chlorination equipment. Boundaries of the potable water on campus start at and include the utility service demarcation point (i.e. hot house ) to the point of end use. A substantial investigative effort is required under this contract to fully develop and analyze the as built conditions of the entire Buffalo VAMC potable water system. This investigative effort requires the delivery of an as built drawing set as well as a formal written report analyzing and documenting the existing system. This work shall be completed and delivered to the COR prior to the development of the schematic design. Information gathered, and the associated analysis conducted under this investigative effort shall be used to drive the design approach and submissions.All designs will follow the VA Design Guides and Specifications for VA construction. The design must meet VA Master Construction Specifications and Design Manuals, the latest versions of applicable NFPA standards, NEC, JCAHO, OSHA, ANSI, ASHRAE and any other applicable codes. The VA s internet address for the VA Master Construction Specifications and other references is:http://www.va.gov/facmgt/standards/standard.htm The 100% construction document submission must include phasing drawings for demolition/asbestos abatement/new construction (if required). All design must be certified by an engineer licensed in the State of New York. The design shall be completed in a manner such that it does not exceed the estimated cost of construction.SF330 Submission Evaluation Criteria:Professional qualifications necessary for satisfactory performance of required services.Monitor and control systems (plumbing)Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction and the use of recovered materials.Experience with site investigations with creation of as-built conditions / BIM Experience with hot water loops Experience with Legionella control and water treatment methodsExperience with domestic water in high-rise structuresCapacity to accomplish the work in the required time.Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.Location in the general geographic area of the project and knowledge of the locality of the project.The extent to which potential contractors identify and commit to the use of service-disabled Veteran-owned small business, Veteran-owned small businesses and other types of small business subcontractors.Experience in construction period services to include professional field inspections during the construction period, review of the construction submittals, support in answering request for information during the construction period and support of construction contract changes to include drafting statements of work and cost estimates.SF 330 Format:All Standard Form 330s must comply with several restrictions. Any Standard Form 330 that does not comply with these requirements will be discarded without review. The restrictions are as follows:All Standard Form 330s are to be typed in Times New Roman Font no smaller that point 12 font size. Limit 8 pages total.Section F, Example Projects: Limit five (5) most relevant projects, one (1) page each.Section G, Key Personnel Participation in Example Projects: Limit two (2) pages.Section H, Additional Information: Include information regarding the evaluation criteria.
