- SOURCE SOUGHT SYNOPSISThe United States Army Medical Research Acquisition Activity (USAMRAA) Headquarters Building (HB) Fort Detrick, MarylandSources Sought Notice: W912DR20B0005This is a SOURCES SOUGHT NOTICE which serves as a market research tool to obtain information from industry and will be used for preliminary planning purposes. Only firms who respond to this announcement by submitting the requested information will be considered in determining whether to set-aside this requirement for small business concerns. THIS IS NOT A SOLICITATION FOR PROPOSALS, QUOTATIONS, OR BIDS AND NO CONTRACT SHALL BE AWARDED AS A RESULT OF THIS NOTICE. The Government is under no obligation to issue a solicitation as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought notice or any follow-up information. Respondents will not be notified of the results of this notice.The U.S. Corps of Engineers Baltimore District is seeking sources for a construction project entitled, Medical Research Acquisition Building Replacement. The place of performance is located at Fort Detrick in Frederick, Maryland, within the heart of Frederick County. The work includes the new USAMRAA-HQ facility is planned as a 3-story structure providing a modern, flexible and efficient work environment that will support the administrative requirements associated with the medical research acquisition activities that USAMRAA is responsible for. The Installation is located approximately one-hour drive from the Washington DC metro area and one-hour drive from Baltimore, Maryland. The program includes 54,730 SF of typical office space as well as a high density storage room, two large conference rooms and miscellaneous support spaces. The program calls for an open office environment with predominantly open work stations.The design has a partial Ground Floor with the main entrance close to the parking, a full First Floor with the ceremonial entrance facing the parade field and a partial Second Floor with access to a roof terrace.The ceremonial entrance, on the parade field side, enters the building on the First Floor while the main entrance from the parking enters the building on the Ground Floor. An entry court and potential exterior gathering space, formed by a retaining wall perpendicular to Doughten Drive, lead to a main entry point from the parking. The approach to the ceremonial entrance, from the parade field, is gently graded up to the First Floor entry point to improve the prominence of the building on the site. A loading area is provided at the northwest corner of the site, off of Building 810 parking access road.In accordance with DFARS 236.204 the magnitude of construction is between $25,000,000 and $50,000,000.The construction duration will be approximately 640 calendar days. The North American Industry Classification System code for this procurement is 236220 which has a small business size standard of $39.5 Million.Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees for general construction-type procurements.Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona-fide office in the geographical area of consideration where the work is to be performed as determined by the U.S. Small Business Administration.Prior Government contract work is not required for submitting a response to this sources sought synopsis.Responders should address ALL of the following in their submittal: Firm’s name, address, point of contact, phone number, e-mail address, CAGE code and DUNS number. Indicate if your company is currently registered with the Systems for Award Management (SAM) database. If not, indicate if it has been registered or does it plan to register. Firm’s Business Size - LB, SB, 8(a), HubZone, SDVOSB, or WOSB. Indicate if your company is currently prohibited from doing business with the Federal Government. Yes/No. (If yes, explain). Provide a letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested prime contractor. Provide at least three (3) example projects similar to the project description above completed by the interested prime contractor in the last five (5) years. Projects shall be no less than $20M. Include point of contact information for the examples provided in order for the Government to verify the past performance on indicated projects. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. Responders should have experience in the areas listed below and provide narratives identifying that specific experience: Karst geology requiring the use of a deep structural foundation system, installation of micropiles, pile caps, and grade beam foundation systems. Responders should have experience in locating, avoiding, and/or protecting existing critical underground utility distribution systems during demolition, earthwork, and new construction operations. Total submittal shall be no longer than 10 pages in one (1).pdf file double sided pages will count as two (2) separate pagesComments will be shared with the Government project team, but otherwise will be held in strict confidence.Interested Firm’s shall respond to this Sources Sought Notice via email to Brian.L.Richardson@usace.army.mil no later than 10:00AM Eastern Standard Time (EST) December 12, 2019.
