Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ on behalf of the AIRWorks Program Office intends to issue additional delivery/task orders and modifications under Basic Ordering Agreement N68335-18-G-0014 on a sole source basis, with Leonardo S.p.A, Roma, Italy (CAGE A1512). The contract ordering period is estimated to be three years. The place of performance is the contractor's facility in Turin, Italy and at NACWAD Patuxent River, MD.NAWCAD Patuxent River, MD has been tasked by the United States Coast Guard (USCG) to missionize the C-27J Spartan aircraft with nineteen (19) different sub-systems that include a Multi-Mode RADAR, Electro-Optical Infra-Red (EO/IR) High Definition turret, several other sensors (i.e. Direction Finding AIS) and communications equipment. This Mission Suite (MS) will be integrated by the United States Navy maritime mission processor capability, Minotaur, providing the USCG with their 3rd generation maritime patrol capability.This requirement is to procure the technical engineering services and data, as well as the additional hardware as applicable for Airworthiness Certification, Test and Evaluation (T&E), and necessary modifications to integrate prototype/install and the testing of the HC-27J MS into the C-27J aircraft. It includes engineering technical data and services and hardware to establish the flightworthiness baseline for the aircraft, modify the current configuration to add the C-27J MS, support the NAWCAD-Aircraft Prototyping Division (APSD) in prototyping four (4) of fourteen (14) aircraft and verify the performance of the aircraft through flight testing. This effort will include data elements to support changes to the electrical, mechanical and structural configurations of the aircraft by providing engineering technical data and services. The data elements will require the use of the OEM’s engineering analytical modeling, analysis, integration, installation and testing capability to provide reports that address all aspects of the MS modification. Government analysis of market research and the responses to RFI N68335-16-R-0263 and N68335-16-R-0263A, and Pre-Solicitation Notices N68335-19-R-0095 and N68335-19-R-0095A, concluded that only Leonardo S.p.A. possesses the data, capabilities and resources necessary to execute all of the tasks identified in the previous notices within the time frame required to meet the USCG requirements.This pre-solicitation synopsis is also being posted under N68335-20-R-0065A under PSC R425 and NAICS 541330.THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1) and as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must include the company name and CAGE code, point of contact, address, area code and telephone number, telecopy (fax) number, electronic mail (e-mail) address and company literature sufficient to determine the capability of this company to perform this effort. No phone inquiries will be entertained. Responses shall be made in writing by e-mail to the Point Of Contact (POC) listed. NO PHONE CALLS OR CONTACT MADE VIA FAX WILL BE ACCEPTED.
