AFLCMC located at Hanscom AFB, MA requests information from industry to identify qualified, experienced, willing and able interested sources to operate COCESS. This RFI is for market research purposes only; this notice shall not be construed as commitment by the Government to issue a competitive or sole source award, nor does it restrict the Government to a particular acquisition approach. This notice is not a Request for Quotation (RFQ), a Request for Proposal (RFP), an Invitation for Bid (IFB), or any other commitment by AFLCMC to contract for items within this RFI. The Government will not reimburse any costs associated with responses to this RFI. With regard to industry responses, AFLCMC will not release to any firm, agency, or individual outside of the Government any information marked “PROPRIETARY” without written permission from the respondent. This RFI is limited to United States (US) firms only.The Government anticipates awarding a single award IDIQ contract to fulfill this requirement. The anticipated period of performance includes one base period of twelve months from 1 April 2020 to 31 March 2021, and three subsequent 12-month option periods with a total possible performance period from 1 April 2020 through 31 March 2024, if all options are exercised. The estimated dollar value for the IDIQ is expected to be less than $10 million.The anticipated release of this solicitation on Beta.SAM is to be in December 2019 or January 2020.The Governments intended North American Industry Classification System (NAICS) is 332510. The size standard for NAICS 332510 is 750 employees. Please provide answers to the following questions and identify whether any of the information provided is proprietary; responses will be used in the market research process for this acquisition: Are you interested in submitting a proposal if HAFB releases a solicitation? Are you a large or small business under NAICS 332510? Have you operated a COCESS within the last five (5) years? If yes, please provide details on the contract and location. HAFB intends to utilize a Firm Fixed Priced (FFP) Store Operations CLIN (see draft CLIN structure below). Does your accounting system allow for this CLIN to be separately priced from your overhead/indirect rates for purchased items? Will your company bid to Store Operations CLIN if we solicit proposals? Does your company or employees have experience operating TRIRIGA? Are you currently competing on any other COCESS efforts? Are you familiar with the mandatory AFCEC acquisition strategy which utilizes market baskets to evaluate supply pricing? Unit cost per lot is "Estimated" and "Not-to-Exceed". Firm Fixed Price is established at the Delivery Order level. This CLIN reflects a total of COCESS Store Items Lots that have been delivered and accepted and will be used for monthly invoicing during the base year.12Lot*The Government also intends to use additional CLINs i.e. Long Lead Items and Special Interest Items. Which would be utilized on the delivery orders for those type items (details will be in solicitation).3. Please submit your responses to this RFI in electronic format to the undersigned Contracting Officer Robert Gill at robert.gill.12@us.af.mil and Contract Specialist, Timothy Prymak at timothy.prymak@us.af.mil no later than 3:00pm Eastern Standard on 5 December 2019. No telephone calls or written requests for a solicitation package will be accepted. Limit responses to a maximum of 2 pages of data (required format: compatible with Microsoft Word 2010, 8.5 inch x 11 inch paper, Times New Roman Font, 12 point font, one inch margins, single spaced). An additional 2 pages of information, such as cover sheets, marketing materials, brochures, etc. may be included. The stated questions within this RFI contain all of the required criteria; AFLCMC will provide no other requirement information and will not grant any submittal extensions to this RFI unless deemed justified by the Contracting Officer. AFLCMC will address question and corresponding answers of a proprietary nature on a case-by-case basis.4. All prospective offerors are responsible for visiting Beta.SAM frequently to obtain any solicitation and any amendments or other information pertaining to this potential solicitation. Prospective offerors must be registered on the System for Award Management (SAM) in order to be eligible for award. Representations and Certifications must also be updated via SAM. See https://www.sam.gov and https://www.acquisition.gov for registration information.5. Please ensure all materials submitted are properly marked for purposes of identification or proprietary rights. Also, please include a one-page cover letter with the name of a contact person with their job title, phone number, and email address. The cover letter will not count toward the 2 page limitation for the response for the RFI.
