RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.Army Contracting Command-Warren (DTA)(RRAD) located in Texarkana, TX, is issuing this sources sought synopsis as a means of conducting market research to identify potential sources to create Blanket Purchase Agreements (BPA) in support of RRAD’s commercial supply equipment and service requirements for the following categories: Facilities and Construction Industrial Supplies and Services Transportation and Logistics Services Electronic and Communication Equipment Sustainment Supplies and EquipmentA BPA as defined by FAR 13.303(a) is a simplified method of filling anticipated repetitive needs for supplies or services by establishing "charge accounts" with qualified sources of supply. The BPA does not guarantee, nor obligate the Government to any orders to a BPA holder in any way.Our intent is to award five-year Master BPAs with a call limit of $250,000 and a BPA Master Dollar Limit of $9 million. This will be a 100% Small Business Set-Aside.Delivery/performance will be at Red River Army Depot, Texarkana, TX, 75507-5000.No reimbursement will be made for any costs associated with providing information to this sources sought or any follow-up information requests. The purpose of this synopsis is to notify the industry of the intent for contract action and to gain knowledge of potentially qualified sources and their size classifications (small business, large business, service-disabled veteran, etc.).See Attachment A for a list of Federal Service Codes (FSC) and Product Service Codes (PSC) that we anticipate. For each FSC/PSC listed on Attachment A, interested vendors should identify whether they currently have the capability to provide the identified product/service by selecting the appropriate response in the drop-down located in Column D. Additionally, if vendors plan on having that capability in the future this should be noted in Column E. Each FSC/PSC listed on Attachment A also lists the associated North American Industrial Classification System (NAICS) codes. Please note that the NAICS codes listed may not be all inclusive. If interested vendors currently hold NAICS codes not listed on Attachment A, but are associated with the listed FSCs/PSCs please provide that information in Column F.To be eligible for a Master BPA in one or more categories, interested vendors shall have an active record in the System for Award Management at www.sam.gov.
