Description
Subject to FAR Clause 52.215-3, titled “Request for Information or Solicitation for Planning Purposes,” this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.BACKGROUND, SCOPE, AND CAPABILITY REQUIREMENTSThe Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk, Virginia is seeking information on qualified and experienced sources for embroidery services for garments and other US Air Force Honor Guard paraphernalia. The anticipated period of performance for this contract is 365 days.The NAICS code for this requirement is 541490, Other Specialized Design Services, and the size standard is $7.5 million. An existing contract for this service does not exist. If it is determined to be in the best interest of the Government to utilize SeaPort-e. Respondents should provide their business size with the corresponding NAICS. If the contractor feels like another NAICS code is more appropriate, that contractor is to explain the correlation and still confirm that it meets the small business size standard.Scope of Work:The contractor shall provide all personnel, equipment, tools, materials, supervision, or services necessary to perform uniform alterations. Vendor must be available to providedThe contractor shall perform sewing services as necessary to include the following services:The contractor shall sew onto approximately 200 travel shirts, the United States Air Force logo embroidered in white. The contractor shall place the United States Air Force log centered 6 inches down from the highest point of collar and 2 ¼ inches away from seam of third button shirt but have the third button aligned with top of the United States Air Force log. The logo dimensions will be 2.5in by 3in sewn on the left side when wearing the shirt.The contractor shall sew onto approximately 150 travel shirts the “USAF Honor Guard” silver embroidery. The contractor shall place the “USAF HONOR GUARD” embroidery centered with shoulder seam and 2 ½ inches from bottom of sleeve. The contractor shall place “USAF” on one line and “HONOR GUARD” on the second line of the travel shirt. Make font of “USAF” bigger than “HONOR GUARD” font, so that the “U” in USAF on the first line is aligns with “H” in HONOR GUARD on the second line and the “F” in USAF on the first line is aligns with the “D” in HONOR GUARD on the second line. The dimensions will be 2.5in by 3in and sewn on the left side when wearing the shirt.The contractor shall sew onto approximately 150 lightweight jackets, the USAF logo embroidered in white, place USAF logo on left side of zipper, centered 6 ¼ inches down from highest point of collar and 3 ½ inches away from seam of zipper. The dimensions will be 2.5in by 3in and sewn on the left side when wearing the shirt.Honor Guard Logo Colors; “Madeira” Swatch Color Numbers, Blue- 1166 Yellow- 1124 Red- 1312 Silver- 1011. Honor Guard Lettering Colors; “Madeira” Swatch Color Numbers, Silver- 1011. Air Force Logo Colors; “Madeira” Swatch Color Numbers, White- 1801PLACE OF PERFORMANCE. Personnel assigned to the USAF Honor Guard Supply Shop will drop off the articles of clothing to the contractor’s alteration place of business and will pick up the items from the contractor’s alteration place of business. They will bring varying quantities of articles of clothing to be embroidered throughout the year. Items will be picked up within 24 hours after drop off (or at a time best for the Government and Contractor). Contractor will be within 50 mile, radius of USAF Honor Guard Supply address below. Contractor s will be able to deliver required items to USAF Honor Guard Supply at 7100 Duncan Ave, Joint Base Anacostia-Bolling, Washington, DC 20032.Services will need to start immediately after contract is in place. Draft PWS is attached for reference. Responses to this Sources Sought Notice shall include the following information in this format:1.Company name, address, point of contact name, phone number, and email address.2. Company Size (Small Business, Woman Owned Small Business, Service Disabled Veteran Owned Small Business, Economically Disadvantaged Small Business, etc)3. Contractor and Government Entity (CAGE) Code.4. Other Government vehicles (contracts) that may issue orders for the required services. (ie. GSA GWAC, GBS, etc.).If the services can be solicited from a GSA GWAC, please provide the following information: GSA contract number; Contract period of performance to include all options; List of labor categories applicable to the contract.If the services can be solicited from SeaPort-e, please provide the following information: SeaPort contract number; Contract period of performance to include all options List of labor categories applicable to contract.5. Statement as to whether the business is actively registered in System for Award Management (www.sam.gov)6. Capability statement should display up to 3 previous contracts that include embroidery services for wholesale military clothing. Please include only relevant past performance on the same/similar work within the last 5 years. Please also include in the past performance information the contract numbers, dollar value, period of performance, and point of contact for each contract referenced in the response to this sources sought.7. Please include any questions or concerns you have in regards to this requirement.8. Include any other supporting documentation.Submissions are to be no more than 10 pages and no less than 12 point font.Responses should be emailed to karen.d.scott@navy.mil by Noon EST on 2 Dec 2019.
