Description
The U.S. Army Contracting Command, Redstone Arsenal, Alabama is issuing this Sources Sought (SS)/Request for Information to conduct market research for identifying technology to support US Army Anti-Tank Guided Missile Modernization programs, and to determine availability, capability, and adequacy of government cost estimates (GCE). Interested parties with resources to support this SS/RFI are requested to respond with a whitepaper. As permitted by FAR Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the US Army in the development of an acquisition strategy for a possible RFP to be released at a future date.This notice should not be construed as an RFP, solicitation, or as any commitment or obligation on the part of the Government to issue a RFP in the future. This request for information does not commit the Government to contract for any product or service whatsoever. Further, the government will not accept unsolicited proposals. Submission of any information in response to this market survey is strictly voluntary. Respondents are advised that the Government assumes no financial responsibility for any costs incurred for preparation or submission of responses to this SS/RFI notification or any follow up information requests. All costs associated with responding to this SS/RFI will be solely at the interested party’s expense.NOTE: Responses should NOT contain classified information. The USG will not accept classified information submitted in response to this request.Submission Instructions: Interested parties are requested to respond via email to this SS/RFI with a whitepaper. Responses are due NLT 18 Dec to the POC listed and must include the information requested below. Responses are limited to 10 double-sided pages (including attachments). Whitepapers greater than 10 pages will not be considered. Late responses will not be accepted. This is strictly market research and the Government will not entertain any questions. Respondents will not be notified of the results of any evaluation. We appreciate your interest and thank you in advance for responding.Responses must be in PDF or Microsoft Word compatible format, complete, and sufficiently detailed to address the specific information. Proprietary information MUST BE CLEARLY MARKED. The documentation shall address, at a minimum, the following: Company Information: (Name, Address, Affiliate Information/Parent Company, POC with phone number and email address). Please provide your Data Universal Numbering System (DUNS) Number and Commercial and Government Entity (CAGE) Code. General description of the Anti-tank Guided Missile (or missile technology) available within the next eight years. Missile or missile technology that has Tier 1/Near Peer anti-armor/main battle tank lethality at or above current US Army capabilities is of primary interest. Missile types may include kinetic energy missiles, ATGM’s with chemical energy warheads, and maneuverable (loitering) missiles. Please include physical dimensions and weight of the missile alone and when encased for transportation. Describe guidance modes, minimum and maximum effective ranges, terminal attack modes (direct, diving, etc.), time of flight/endurance, reliability, and survivability features that minimally satisfy the expectations in #3 below. Additionally, please provide information on maturity (Technical Readiness Level 7 or greater is ideal), anticipated lethality performance (UNCLASSIFIED) against current and future Tier 1/Near Peer Main Battle Tanks with Explosive Reactive Armor, description of system/technology, estimated availability date, and any elements related to integration on current and future ground combat vehicles. Optional information includes related rough order of magnitude cost estimates for development, qualification, and production (CCWS specify an annual production quantity here). Missile size and performance expectations: Maximum Effective Range 4500 meters minimum (T), 10,000 meters (O) Time of flight 15 seconds or less to 4500 meters (T), 5 seconds (O), exception for maneuverable missiles Encased missile dimensions: <8.5 inches diameter (T=O) x 69” long (T), 50.5” (O) , Encased missile weight: (< 90 pounds (T), <65 lbs. (O)Insensitive Munition compliance per MIL-STD-2105: Partial (T), Full Compliance (O)Reliability equal to or greater than 95% Conforms to NATO Standardization Agreements 4316 and 4319 for detection/engagement abilities Guidance modes: Semi-Active Laser or Command Line of Sight (SAL/CLOS)(T) , Fire and Forget (O) Missile flight altitude (equal to or less than 3,000 feet above ground level is ideal) Missile survivability data: UNCLASSIFIED Counter Counter-Measures information (hard/softkill) If submitting estimated cost information, please provide the following which will be held in strictest confidence per standard United States Government contractor proprietary information guidelines: ROM-Level Cost and Schedule: Development/Qualification cost estimate Production Unit cost estimate Development/Qualification schedule
