Description
The contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and perform the Custodial and Grounds Service in accordance with the Performance Work Statement (PWS).The contract will be a 12-month Base Period with provisions of four (4) one-year Option Periods, a possible total of sixty (60) months as follows:CLIN 0001 and 0002 Base Period: 1 Apr 2020 - 31 Mar 2021CLIN 0003 and 0004 1st Option Period: 1 Apr 2021 - 31 Mar 2022CLIN 0005 and 0006 2nd Option Period: 1 Apr 2022 - 31 Mar 2023CLIN 0007 and 0008 3rd Option Period: 1 Apr 2023 - 31 Mar 2024CLIN 0009 and 0010 4th Option Period: 1 Apr 2024 - 31 Mar 2025AUTHORIZATION TO PERFORMIn accordance with DFARS 252.225-7042, the Offeror must be duly authorized to operate and to do business in Japan.CONTRACTOR LICENSING REQUIREMENTSAny contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractor must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess all valid permits and licenses as required by the contract. Offerors will be required to provide verification of such permits and licenses prior to award of the contract to the contracting officer if such information is not already on file with or available to the contracting officer.SYSTEM FOR AWARD MANAGEMENT (SAM)Contractors must be actively registered in the System for Award Management (SAM) prior to award of a DoD contract. Alien Registration CardCONTRACT AWARDThe Government intends to evaluate proposals and award without discussions. However, the Government reserves the right to conduct discussions if it is determined to be necessary by the Contracting Officer. Therefore, each initial offer should contain the best items from a technical, cost and price standpoint. In addition, if discussions are to be held and the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
