DeBakey VA Medical Center 2002 Holcombe BLVD; Bldg. 100 Houston, TX 77030Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-06 (effective 10/10/2019), Commercial Checklist; VAAR Update 2008-19 (effective 10/04/19). Solicitations for the acquisition of commercial items prepared using FAR Part 12 shall be assembled, to the maximum extent practicable, using the format at FAR 12.303. The associated North American Industrial Classification System (NAICS) code for this procurement is 621111, with a small business size standard of $12 million.Registration will be verified in System Award Management (SAM). Quotes will be considered non-responsive and rejected if the Contracting Officer is not able to verify and view contractor registrations in SAM.Purpose: The overall purpose is to provide one-time classroom training up to 50 participants that provides certification in the practice of Battlefield Acupuncture (BFA) to be incorporated into patient practice across the facility. It presents participants the chance to see BFA procedures demonstrated and practice them with another participant in attendance. Onsite training to be held at Central Arkansas Veterans Healthcare System, 2200 Fort Roots Drive, North Little Rock, AR 72114.Scope: One (1) BFA consultant shall be required to come to the Central Arkansas Veterans Healthcare System (CAVHS) to conduct the training. The 2-day onsite role play classroom training builds upon the information and implementation as set forth in the training manual that shall be provided to participants upon arrival. This training presents participants the change to see BFA procedures demonstrated and practiced with another participant in attendance. Once this training is completed, participant results include certificate, skills and confidence to apply BFA with patients.Period of Performance (PoP) dates: December 16, 2019 thru December 15, 2020 (PoP is subject to change if necessary).Questions are due December 2, 2019 by 11:00am (CT).
