- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice.Offers are being requested and a written solicitation will not be issued. This opportunity is unrestricted under NAICS 324110. The contract resulting from this procurement will be a firm fixed price contract. The solicitation SPE605-20-Q-0239 is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), with FAR PART 12. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06 dated 10 Sep 2019. DPAS rating for potential award is DO. The clauses and provisions referenced in this solicitation may be reviewed/obtained in full text form at http://farsite.hill.af.mil/vffara.htm.Scope of Contract:CLIN 0001 - The contractor shall provide, under line item 0001: 8,000 USG of TURBINE FUEL, AVIATION (JP8) (NSN: 9130-01-031-5816) delivered by TANK TRUCK W/PUMP to LITHUANIA.Required delivery date: 10 DEC 2019Delivery Address: Operation Atlantic Resolve Pabrade Training Area, Vilniaus 15174Delivery Info:# of Tanks Capacity Type Tank Location 2 2500 HEMTT TANKER(S) PABRADE TRAINING AREA 4 5000 M969 TANKER PABRADE TRAINING AREADelivery mode: tank truck w pump and meterDelivery notes: Receiving location operating hours: 24/7 Base access requirements: NONE Proposed order/delivery lead times: 72 hours required. Hose connection/fittings: 4# INCH FEMALE CAM LOCK HOSE. (pump/meter required)Contractor must call poc in advance before delivery is neededFOB Destination.CERTIFICATE OF ANAYYSIS: Offerors shall provide copies of certificates of analysis or certificates of quality for the required fuel type.TAX AND FEE INFORMATION: ****U.S. Government is VAT exempt. Please indicate an understanding of this and the tax exemption procedures in Georgia with your quote.****The United States Government is exempt from paying foreign taxes for this requirement. Offerors shall not include foreign taxes in their offer prices. Offerors are expected to know the relevant business procedures in the countries where fuel will be delivered. The winning offeror is expected to procure tax exemptions in a tiiely manner in order to meet the period of performance.DLA Energy may require a vendor to sign the SF1449 prior to being offered this delivery. This would be sent by email and may have a response window of as little as two (2) hours. Upon request, the vendor must return the signed SF1449 by the deadline specified. If this is not returned by the specified deadline, DLA Energy reserves the right to offer this delivery to a different vendor. Electronic Funds Transfer as a means of payment will be made upon receipt and acceptance of all products through Wide Area Work Flow (WAWF).The following provisions and clauses apply to this acquisition: FAR 52-212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation of Commercial Items; the evaluation criteria stated in paragraph (a) of the provision are as follows: The significant evaluation factors, in the relative order of importance are: 1. Technical specifications, 2. Past performance; and 3) Price. Evaluation factors are approximately equal. The contract will be awarded to the Lowest Price Technically Acceptable offer made to the Government, considering technical, past performance, and price. 52.212-3 Offeror Representations and Certifications Commercial Items; 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive orders - Commercial Items. In paragraph (b) of 52.212-5, the following apply; FAR 52.219-6, 28; 52.222-3, 19, 21, 26, 35, 36; 52.222-50; 52.223-18, 52.225-5, and 52.232-34.
