Notice Number N62473-18-R-0205THIS IS A SPECIAL NOTICE ANNOUNCEMENT ONLY.The Naval Facilities Engineering Command (NAVFAC) Southwest, San Diego, California, is preparing to release a Solicitation for a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Service Contract (MASC) for Habitat and Invasive Species Services at various locations within the NAVFAC Southwest area of responsibility. Services may include, but are not limited to Project Management and Documentation, Weed Treatment projects and, Restoration projects. Work may occur in areas with rare or federally listed species. Proper identification of non-native and native plant species is imperative. Work will generally be done in wildland areas with difficult access or rugged terrain. Some of the work sites can be accessed only by 4-wheel drive or all-terrain vehicles; other areas may be accessible only by foot or via alternative means (e.g., helicopter). Work will be performed in a variety of ecosystems, ranging from coastal sage scrub to desert. Work shall be performed primarily at various locations throughout the States of Arizona, California, and Nevada. The majority of the work is expected to be performed in California; however, work may also be performed in Colorado, Oregon, Washington, Utah, and New Mexico.The purpose of this Special Notice is to advise firms interested in proposing on the Habitat and Invasive Species Services MASC that NAVFAC SW will be holding an Industry Day prior to the posting of the solicitation. The purpose of the industry forum is to provide prospective offerors the opportunity to review an abbreviated DRAFT Performance Work Statement, discuss sample work categories, and provide feedback and/or ask questions.The term of the contract will be five (5) years, a total of sixty (60) months. The anticipated performance periods are one (1) two-year base period and one (1) three-year option period. The applicable North American Industrial Classification System (NAICS) Code is 541690, Other Scientific and Technical Consulting Services. The small business size standard for NAICS code 541690 is $6.5 million. This contract will be awarded as a Woman Owned Small Business set-aside. It is the Government's intent to award up to four contracts to offerors whose proposal best fits the needs of the government and satisfies all requirements of the solicitation. The aggregate maximum dollar value of this procurement, including the two-year base period and the second three-year option period under the resulting contracts shall not exceed $49,000,000. Task orders awarded from this contract will range between $20,000 and $100,000. The Government makes no representation as to the number of task orders or actual amount of work to be ordered. The minimum guarantee is $5,000 for the performance period of the resulting contracts.The Industry Day is expected to be held on Tuesday, 17 December 2019 at 10:00 a.m. at 937 N. Harbor Drive, (Building 1, at the Broadway Complex, Nautical Room, 3rd Floor), San Diego, California 92132. Contractors are advised to allow sufficient time to access the building due to security check-in procedures and limited parking. Contractor’s must present proper identification (e.g. Driver’s License or a CAC Card) and must wait to be escorted by Government personnel to the Nautical Room. Due to space limitations, firms will only be allowed two (2) attendees. Your firm will be notified by email of the exact time, and instructions to allow entry into the Government Building.Enclosures to this Notice: (1) DRAFT Performance Work Statement, and, (2) DRAFT work categories. DRAFT evaluation factors will be discussed during the Industry Day forum.THIS IS AN INDUSTRY DAY ANNOUNCEMENT FOR INFORMATION AND PLANNING PURPOSES ONLY and is not to be construed as a commitment by the Government. This is NOT A SOLICITATION ANNOUNCEMENT nor a Request For Proposals. No proposals will be accepted as a result of this announcement. No contract will be awarded as a result of this announcement. No reimbursement will be made for any costs associated with attending this Industry Day.
