Description
This notice is market research to support intent to include brand name sole source specification in an upcoming project titled, “McNary Dam - Isophase, HV Bus & Switch Upgrade, McNary Dam, Umatilla Oregon. THIS IS NOT A REQUEST FOR PROPOSAL. Provisions set forth by the Federal Acquisition Regulation (FAR) 6.302-1(c)(1) authorizes the use of brand name only supplies as part of an acquisition when supplies may be deemed to be available only from one or a limited number of sources, and when it is likely that award to any other source would result in substantial duplication of cost to the government that is not expected to be recovered through competition. As such, for the purposes described hereunder and in accordance with FAR 6.302-1 and DFARS PGI 206.302-1(d), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, coupled with the authority in 10 U.S.C 2304(c)(1), the U.S. Army Corps of Engineers, Walla Walla District intends to issue a competitive solicitation that will include brand name only specification items. Specifically, the contractor awarded the competitive construction contract will be required to purchase the following brand name surge suppression resistors or approved equal in support of the planned construction acquisition: PASCOR SR-500 surge suppression resistor for 115kV and 230kV disconnect switches, which include motorized operators and grounding switches. SALIENT CHARACTERISTICS INCLUDE: General Suitable for mounting on a vertical break disconnect switches rated 138kV and 230kV. Contain no oil. Adjustable corona rings. Electrical (per resistance module) Wet withstand rating of at least 230kV for 115kV applications, and 460kV for 230kV applications. Dry withstand rating of at least 280kV for 115kV applications, and 385kV for 230kV applications. Energy absorption capacity of at least 120 kilojoules for 115kV applications, and 240 kilojoules for 230kV applications. Interested parties may identify their interest and submit clearly articulated product information, and vendor/distributor information. Product information lacking the particular features that do not meet, or cannot be modified to meet, this agency's needs cannot be considered. A determination by the Government not to compete this requirement based upon responses to this notice of intent to include brand name component within the construction acquisition is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to include a statement of brand name or equal for the planned future competitive construction procurement.Vendors who offer the above items which can meet all of the above functional criteria are invited to respond to this notice. Responses must include the following information:(1) Identification of the manufacturer's name, address, and country of product manufacture.(2) Fully detailed specification sheets.(3) Narrative addressing how your product meets the salient features listed above.Interested firms may submit their interest and information from the date of this notice until 2:00 PM Pacific Time on 18 Dec 2019 via email to POC noted below. Any electronically submitted files by Email CANNOT EXCEED this Agency's size limit of 10MB (includes email and its attachment); files exceeding this size will be denied access to our email inbox. It is the responsibility of your firm to determine the size of its electronic file. The posting of this Notice satisfies the provisions set forth at FAR Subpart 5.2 for notice of intent to include brand name specifications in planned construction acquisition.
