Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Carl Zeiss Microscopy, LLC at 1 N Broadway, Suite 15, White Plains, NY 10601-2335, for the purchase of one (1) Gemini 500 FESEM. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13.5 Simplified Procedures for Certain Commercial Items.Sole source determination is based on the need to acquire a Gemini 500 FESEM to keep up with imaging demands within the NanoFab User Facility. The NanoFab User Facility supports NIST and several outside researchers. The existing ZEISS Ultra 60 FESEM is heavily used and has been the main cleanroom imaging tool at NIST for the last 13 years. Currently, the Zeiss FESEM is so over booked that users often experience considerable delays to image samples. The NanoFab User Facility requires a second FESEM to provide users with increased access for imaging of time sensitive samples and to provide backup imaging capability when the existing Zeiss FESEM becomes inoperable. Additionally, the NanoFab User Facility staff and outside researchers are currently trained in the operation of the Zeiss Ultra 60 FESEM. Therefore, the user interface, software and much of the hardware of the new FESEM will be identical, to allow users seamless transition between systems. Carl Zeiss Microscopy LLC is the Original Equipment Manufacturer (OEM) for the required equipment and does not license the sale or distribution of its equipment, parts or software through resellers or third parties. These systems are used as shared resources that are accessible to researchers from industry, academia, NIST and other government agencies.The North American Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 12/17/2019, 12:00 p.m., EST will be considered by the government. Responses shall be submitted via email to forest.crumpler@nist.gov.A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
