- Description
- The United States Coast Guard Research and Development Center (RDC) has a requirement to establish a Blanket Purchase Agreement (BPA) for wastewater reception and disposal from the Joint Maritime Test Facility (JMTF) Portable Tank located in Mobile, AL. The scope of individual orders placed under the BPA will require the contractor to pump wastewater from the Government’s portable tank which will be secured to a small boat docked at USCG Sector Mobile or from another reception facility not more than 2.5 miles of Little Sand Island, Mobile, AL. The contractor will be required to ensure remediation and disposal of all wastewater in accordance with applicable laws and regulations. The Government estimates to place approximately seven (7) calls (orders) under this BPA per year and the average load size of waste water is estimated to be 5,000 gallons.This BPA procurement will be processed using FAR Part 12 and FAR Part 13 Procedures. The North American Industry Classification System (NAICS) for this requirement is 562211 Hazardous Waste Treatment and Disposal with a size standard of $41.5 million. This procurement is 100% set aside for small business. The Government may enter into multiple BPAs as a result of the solicitation for this requirement. The term of the BPA will be for five years from date of award which is estimated in occur in December 2019. All orders will be placed on a firm fixed price (FFP) basis.Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website.The Request for Quotation (RFQ) and related files listed under solicitation number 70Z03220QPE2A0100 will be issued electronically on this website. BPA awards will be made using the Lowest Price Technically Acceptable (LPTA) evaluation method. Quotes will be evaluated based on the offeror’s description of wastewater removal method and Price. Complete details will be included in the RFQ anticipated to be released on or around December 18, 2019.This notice is not a request for quotes. This notice shall not be construed as a promise to contract or a commitment of any kind. This information is subject to modification and in no way binds the Government to award a BPA or contract of any kind. The Government is not responsible for any cost incurred by industry in responding to this notice.
