Description
SYNOPSIS:The VA Loma Linda Healthcare System located at 11201 Benton Street, Loma Linda, CA 92357, has a requirement to UPGRADE Medical Gas System for 2NE & 4NW. A Firm-Fixed Price Construction Contract award is anticipated. A System for Award Management (SAM) and Center for Verification Excellence (CVE) / Vendor Information Pages (VIP) registered Service-Disabled Veteran-Owned Small Business (SDVOSB) contractor shall provide all manner, means, methods, equipment, expertise, incidentals, labor, materials, parts, services, supervision, supplies, tools, transportation, and qualified personnel necessary as required by the solicitation to upgrade medical gas system in accordance / compliance with all applicable Federal, State, and local codes, directives, regulations, industry guidelines / standards, and associated Statement of Work (SOW) at/for the VA Loma Linda Healthcare System.The magnitude of this VA construction project is estimated to be between $100,000.00 and $250,000.00 USD. The Period of Performance for this project will be ninety (90) calendar days after Notice to Proceed issuance. Solicitation will be issued pursuant to the Veterans First Public Law 109-461 as a 100% certified Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The North American Industry Classification System (NAICS) Code used is 238220 Plumbing, Heating, and Air Conditioning Contractors and the Small Business Administration (SBA) size standard is $16.5 Million for this requirement.Place of Performance: VA Loma Linda Healthcare System (VALLHCS) located at 11201 Benton Street, Loma Linda, CA 92357.Period of Performance: Ninety (90) calendar days.Interested offerors must be SDVOSB registered and current in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov, and in the System for Award Management, www.sam.gov at time of quote submission and subsequent award.Site Visit: Attendance is NOT mandatory, but highly encouraged so offeror(s) can inspect the site(s) where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent the information is reasonably obtainable. This will be the only site visit provided by the Government. Offerors shall be responsible and shall not be reimbursed by the Government for any costs or travel expenses incurred related to the site visit.A site visit is scheduled for Wednesday, December 11, 2019 at 9:00AM Pacific local. All interested parties will meet at VA Loma Linda Healthcare System located at 11201 Benton Street, Loma Linda, CA 92357. Interested parties will meet with Victor Nicholson, Contracting Officer Representative (COR) at the First (1st) Floor West Main Lobby near Starbucks as he will be hosting the site visit. Offeror(s) shall be responsible and shall not be reimbursed by the Government for any costs or travel expenses incurred related to this site visit. Parking is limited and it is suggested interested parties who plan to attend plan accordingly. Interested parties should sign-up in advance to attend the site visit by notifying the Contracting Officer, Cecil S. Interested offerors should search for solicitation 36C26220Q0151 to access solicitation documents and any amendments. A thirty (30) day offer acceptance period will be required. Payment and Performance bonds will be required. Only electronic email copies of offeror quotes will be accepted.Basis of Award: Award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The Government s intent is to award without discussions. Lowest price with Special Standards of Responsibility are the only factors that will be used to evaluate offers. Award will be made to the lowest priced offer who meets the Special Standards of Responsibility and whose price is determined to be fair and reasonable. After making selection of the lowest price offeror, the Contracting Officer will determine if the selected offeror is responsible. In addition to the General Standards of Responsibility found in FAR 9.104-1 and in accordance with FAR 9.104-2, the following Special Standards of Responsibility applies to this procurement:Offeror shall be Licensed by the State of California in accordance with the provisions of Chapter 9 of Division 3 of the Business and Professions Code, as amended. Submit with offeror quote.Offeror must be certified and possess a current medical gas installer C-36 Plumbing license issued by the Contractors State License Board (CSLB) or other national recognized accrediting entity. Submit with offeror quote.Offeror must possess a NFPA 99 certified medical gas installer license. Submit with offeror quote.Offeror site supervisor must maintain current 30-hour Occupational Safety and Health Administration (OSHA) and workers must maintain current 10-hour OSHA safety card credentials.Submitting Offer: Offeror(s) are reminded to thoroughly review the solicitation in its entirety and shall submit their offer using the Solicitation Price Schedule . Offeror is advised the Government may be unable to receive other types of electronic files (e.g. compressed or zip files) or files larger than ten (10) megabytes (MB). It is the offeror s responsibility to ensure all required documents are included and completed as required by this solicitation. Offeror(s) shall submit their quotes to Cecil S.
