- Description
- The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute ofMental Health (NIMH), NeuroBioBank (NBB), has a requirement for tissue toxicology testing services.The National Institutes of Health (NIH) NeuroBioBank (NBB), supported by the National Institute of MentalHealth (NIMH), National Institute of Neurological Diseases and Stroke (NINDS), National Institute on Aging(NIA), National Institute on Drug Abuse (NIDA), and the Eunice Kennedy Shriver National Institute of ChildHealth and Human Development (NICHD), is composed of six (6) Brain and Tissue Repositories (BTRs) thatare federated through an IT Portal (www.neurobiobank.nih.gov) to increase coordination and sharing ofvaluable tissue and data resources. Since its inception in 2013, the NIH NBB has sought to identify ways tocentralize services to enhance standardization thereby limiting the variability of specimens obtained bydifferent BTRs. One way is to provide centralized toxicology services for all brains acquired by the NBB BTRs.Delivery or DeliverablesPlease see the attached Statement of Work for further details.CLOSING STATEMENTTHIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties mayidentify their interest and capability to respond to this notice.A determination by the Government not to compete this proposed contract based upon responses to thisnotice is solely within the discretion of the Government. All responsible sources may submit a capabilitystatement, proposal, or quotation which shall be considered by the agency. The information received willnormally be considered solely for the purposes of determining whether to proceed on a non-competitive basisor to conduct a competitive procurement.Responses to this notice shall contain sufficient information to establish the interested parties' bona-fidecapabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, thedelivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination orOrigin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certificationof business size. All offerors must have an active registration in the System for Award Management (SAM)www.sam.gov.www.sam.gov.”All responses must be received by Thursday, December 12, 2019 at 5:00 p.m., Eastern Standard Time, andreference number NIMH-20-000645.
