Description
FIRE PROTECTION SYSTEMS, INTRUSION DETECTION SYSTEMS, CLOSED CIRCUIT TELEVISION SYSTEMS AND VARIOUS ELECTRICAL AND COMMUNICATION SYSTEMS FOR THE U.S. NAVAL AIR FACILITY ATSUGI, JAPAN AND COMBINED ARMS TRAINING CENTER, CAMP FUJI, JAPAN1. THE SUBJECT REQUIREMENT IS BEING SUNOPSIZED IN ACCORDANCE WITH FAR 5.204. THIS IS A SYNOPSIS ONLY. THIS IS NOT A REQUEST FOR PROPOSAL.2. Naval Facilities Engineering Command (NAVFAC) Far East, Contract Execution Team, has an upcoming base and four option years single award Indefinite Delivery/ Indefinite Quantity type performance-based service contract comprised of Recurring and Non-Recurring work items.3. The scope of work is for the following services at U.S. Naval Air Facility (NAF), Atsugi and Combined Arms Training Center, Camp Fuji, JapanThe Contractor shall perform maintenance, repair, alteration, demolition and minor construction for the following:Building and Structures-Cathodic Protection SystemsBuilding Systems-Fire Protection-Intrusion Detection Systems-Closed Circuit Television (CCTV) Systems-Electrical, Communication-Cathodic Protection Systems4. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract.STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) in any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA.5. Award will be made to the responsible offerors whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price and technical evaluation factors.6. Interested offerors can view and/or download the solicitation from this website, Beta.SAM, at http://Beta.SAM.gov when it becomes available. Hard copies will not be provided. It is the offerors responsibility to check the website daily for any amendments to this solicitation.Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award. To register, the SAM internet address is: https://www.sam.gov/portal/public/SAM/. Offerors must have an active registration in SAM and must have an active Representation and Certifications in SAM. Interested offerors are encourages to register as soon as possible.7. This notice shall NOT be construed as a commitment by the Government for any purpose.8. The point of contact for this solicitation is Ms. Midori Otomo, Contract Specialist at 0467-63-3144, midori.otomo.ja@fe.navy.mil.**Add the following to description to provide Government's answer to the prospective contractor's clarification question as follows:[Question] Does the government expect any tasks which requires the contractor to hold an active facility clearance and dispatch personnel with a US secret (or above) clearance?[Answer] The Contractor does not need to hold the clearance. However, there are some restricted areas and the Contractor needs to be escorted by U.S citizen during repair/maintenance for IDS system.
