- INSTRUCTIONS TO OFFERORS:Request for Quote (RFQ) W91364-20-Q-00011. ADMINISTRATIVE1.1 This RFQ is a combined synopsis / solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.603 utilizing simplified procedures set forth at FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items.1.2 This solicitation will result in a firm-fixed price contract using NAICS code 7221110.1.3 This RFQ is issued as a 100% small business set-aside.1.4 An offeror must be registered and active through System for Award Management (SAM) to receive an award. The offeror must not appear on the Excluded Parties List System (EPLS) and must be eligible to receive a contract award.1.5 Quotes must include pricing / availability for the Base Year, March 2020. An offeror that fails to quote the base year will not be considered. Alternate dates may be proposed; however, the Government reserves the right to hold firm the dates set forth in the solicitation.1.6 Quotes should not include brochures, newsletters, or other marketing materials. Materials that provide additional detail pertinent to the features and capabilities of proposed services are acceptable and encouraged1.7 OHARNG will only contract with the venue / catering / lodging facility. OHARNG will not contract with a third-party / broker in accordance with the Service Contract Act.1.8 AVAILABILITY OF FUNDS. Funds are not presently available for any option year. The Government’s obligation on option years is contingent upon the availability of funds.1.9 QUESTIONS. E-mail written questions requesting clarification of the RFQ to the Contracting Specialist, Amanda Britton, at Amanda.L.Britton4.mil@mail.mil. Questions will be received up to 12:00 p.m. Eastern Standard Time (EST) on 18 December 2019 to be answered by 20 December 2019. Questions received after 18 December 2019 may not be answered.1.10 QUOTE SUBMISSION: Quotes are to be submitted through electronic submissions via email to Amanda.L.Britton4.mil@mail.mil.2. PRICING2.1 Pricing shall be submitted in a “Quantity x Unit Price = Net Amount” format. The SF 1449 Solicitation requires a breakdown of pricing for each service required. (For example / illustrative purposes: CLIN 0001 11: Seven (7) Breakout Rooms x offered cost of $1,000 per room = total of $7,000.) Once awarded, the CLIN Structure will revert to “1 JOB” and to be invoiced in one lump sum on CLINS 0001, 0002, 0003, 0004, 0005, 0006, 0007, 0008, 0009,0010. Itemized Costs CLINS 000101, 000102, 000103, etc. will be removed.3. EVALUATION CRITERIA3.1 OHARNG intends to evaluate quotes and make an award without discussions. An offeror may clarify certain aspects of their quote or resolve minor or clerical errors. OHARNG reserves the right to communicate with any offeror so as to better understand an offeror’s quote, validate interpretation and assumptions of the quote; or facilitate the evaluation process. Such communications shall not be used to cure proposal deficiencies, material omissions, materially alter technical or price elements, and/or otherwise revise the quote.3.2 Quotes will be evaluated, and selection for award made, in accordance with (IAW) 12.FAR 12.602 and FAR13.106. The Government will award to a responsive and responsible offeror with the lowest total aggregate price, including options.
