02 December 2019REQUEST FOR INFORMATIONFROM: AFLCMC/WLNIC-130 FMS Case Development Office235 Byron Street, Suite 19ARobins AFB, GA 31098-1670SUBJECT: Roll-On/Roll-Off VIP & VVIP Modules1.The Air Force Life Cycle Management Center (AFLCMC), in support of a Foreign Military Sales(FMS) agreement with the Iraqi Air Force, is in the initial stages of developing VIP transport capability using their fleet of six (6) C-130J-30 (stretch) aircraft. This Request for Information (RFI) is seeking Pricing and Availability (P&A) for Roll-on/Roll-off Very Important Person (VIP) and Very Very Important Person (VVIP) modules compatible for use with the Iraqi Air Force’s C-130J fleet. Iraq has 25K Aircraft Cargo Loaders and forklifts available to support this capability.2.The USG requests P&A information with cost break-down in the following areas for the VIP &VVIP modules:a. One (1) VIP module with seating for twenty five (25) passengersb. One (1) VVIP module with seating for fifteen (15) passengersc. Provide a description of safety features and amenities for the VIP and VVIP modules, such as lavatory, galley, types of seats, entertainment system, etc.d. VIP and VVIP modules shall be certified for use on C-130J aircrafte. VIP and VVIP modules shall be certified to carry passengers during all phases of flight to include take-offs and landingsf. Specify any required interface with aircraft structural, electrical, interphone, oxygen,air-conditioning and pressurization systems. Identify if an aircraft modification is required with any of the aircraft systems interfaceg. Recommended list of spare parts for a period of three years after deliveryh. Recommended list of any unique support equipment and ground support equipmen tincluding special trailers required for the movement, loading, unloading, servicing and storage of the VIP and VVIP modulesi. In-country familiarization training to load, unload, operate and maintain the VIP and VVIP modulesj. Sustainment concept to provide support of the VIP and VVIP modulesk. Two (2) hard-copies of commercial Operations and Maintenance Manuals for the VIP and two hard-copies for the VVIP modules. If available, the second copy may be provided in a Compact Disc, in an easy to read digital format, such as Portable Document Format (PDF)l. 24/7 technical support servicesm. Lead time to deliver the VIP and VVIP modules After Receipt of Order (ARO)n. Provide separate pricing for Packaging and crating for maritime and air shipments. This RFI is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this RFI will be the outcome of a Federal Acquisition Regulation (FAR) compliant process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response.
