Description
PLEASE NOTE: THIS COMBINED SYNOPSIS/ SOLICITATION, AND AMENDMENTS 0001 THROUGH 0005, ARE BEING REPOSTED DUE TO SYSTEMIC ISSUES WITH THE TRANSITION FROM FEDBIZOPPS TO BETA.SAM.GOV. ALL ATTACHMENTS HAVE BEEN REPOSTED FOR REFERENCE. DLA Troop Support has issued a solicitation for Tailored Logistics Support (TLS) Vendor Support for Maintenance, Repair, and Operations (MRO) supplies for the Pacific Region. This procurement is being solicited unrestricted. A single award TLS Vendor Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be awarded. The resultant contract(s) will have a two-year base with two eighteen-month opion periods. The Pacific Region consists of two zones: Zone 1 and Zone 2. Zone 1 countries consist of Japan, Okinawa, Singapore, Diego Garcia, the Phillipines, and Thailand. Zone 2 countries consist of Republic of Korea. There are exisiting regular customer in the Pacific Region at this time. Zone 1 acqusition is estimated at approximately $3.75 million per year, with a total contract maximum value of $562.5 million for Zone 1. Zone 2 acqusition is estimated at approximately $2.5 million per year, with a total contract maximum value of $375 million for Zone 2. The scope of acquistiion includes, but is not limited to: HVAC supplies; Plumbing supplies (including bath and shower items and ablution units); Electrical products (including generators, wire/cable, connectors, sockets, outlets, lights, etc.) Tools of various kinds; Chemical, lubricating, and rubber products and products including the same; Construction supplies (including, but not limited to, cement, lumber, plywood, bricks, blocks, steel, aluminum, metal products, and conduits); Pre-fabricated structures to include re-locatable buildings (RLBs); Perimeter security items, such as barriers, barbed wire, concertina wires, and sand bags; Communication devices, such as walkie-talkies and two-way radios, used by the maintenance personnel; Appliances (excluding food service equipment); Janitorial and sanitation products;Various other commercial supplies required by the war-fighters to accomplish their mission as it relates to facilities maintenance or sustainment; AND Incidental commercial, facilities maintenance services. All items are commercial and identified by a manufacturer's part number and/or commercial item description. Proposals will be evaluated using Best Value Tradeoff Source Selection procedures with the non-price factors being significantlymore important than price. As the nonprice ratings of offers become more equivalent, price will become more important.Copies of the solicitation are posted on DIBBS, https://www.dibbs.bsm.dla.mil/. Amendment 0001 was previously posted on FedBizOpps to address extension date of questions in regards to the Price Evaluation List (PEL) and inclusion of FAR 52.204-24.Amendment 002 was previously posted on FedBizOpps to address the offer due date for Solicitation SPE8E319R0001 and extended until October 29, 2019 at 1:00 PM Eastern Daylight Time (EDT).Amendment 003 was previously posted on FedBizOpps to address the offer due date for Solicitation SPE8E319R0001 and extended until November 12, 2019 at 1:00 PM Eastern Standard Time (EST).Amendment 004 was previously posted on FedBizOpps to address the offer due date for Solicitation SPE8E319R0001 and extended until November 26, 2019 at 1:00 PM Eastern Standard Time (EST).Amendment 005 was posted on Beta.Sam.Gov to address the offer due date for Solicitation SPE8E319R0001 extenion until December 10, 2019 at 1:00pm Eastern Standard Time (EST). This amendment also addressed resonspes to industry questions. Amendment 006 is hereby posted on Beta.Sam.Gov to address an address change for "hand carried" offers, including delivery by commercial carrier. Amendment 007 is hereby posted to include minor corrections to Attachments 1 and 2 - Price Proposals as highlighted in green on the attached spreeadsheets. Amendment 008 is hereby posted to include minor updates to Attachment A, Caution Notice, Paragraph 5 (p. 7) and Attachment A, Provision at FAR 52.212-2 "Evaluation - Commercial Items" at (d)(3) (p. 85).
