Description
This is a Sources Sought Notice for a Market Research purpose only to determine the availability and adequacy of potential and eligible business sources for the title project. No award will be made from this Sources Sought. No Solicitation is available at this time. Vendors who are eligible and interested in this project are requested to respond to SSG Paola Caceres, Contract Specialist, by e-mail at paola.caceresvillalba@us.af.mil or add your firm’s name into interested vendors using “INTERESTED VENDOR LIST” function on this FBO no later than 18 Dec 2019, 1600 hours (Japan Standard Time).The requirement is as follows:1. This project includes the repair of underground storage tank, building 155-7N at Sagami General Depot (SGD) and building 137-N at Camp Zama (CZ). a. Mechanical work for Bldg 155-7N, SGD include (but are not limited to):(1) Remove existing waste fluid sink with drain pipe.(2) Install waste fluid collection sink and drain piping.(3) Abandon existing underground storage tank.(4) Install above storage tank.(5) Install bollards.(6) Abandon existing underground tanks.b. Electrical work for Bldg 155-7N, SGD include (but are not limited to): (1) Remove existing level gauge panels, leak alarm panel, leak detectors and conduit wiring.(2) Install new hand hole and conduit wiring for new fuel oil dispensing system.(3) Install new grounding system.(4) Modify existing panel boards "L-2 AND L-1A".c. Architectural work for Bldg. 137-N, CZ include (but are not limited to):(1) Install new concrete rising wall.(2) Replace glasswool board insulation.(3) Clean and coat waterproof resin on wall and floor.d. Mechanical work for Bldg 137-N, CZ include (but are not limited to):(1) Remove existing concrete slab for underground storage tank.(2) Remove existing day tank, pumps and piping.(3) Install new day tank and piping.(4) Clean fuel supply and return piping and underground storagetank.(5) Existing day tank shall be used for temporary day tank forduring construction.e. Electrical work for Bldg 137-N, CZ include (but are not limited to):(1) Remove existing level gauge panel, level sensors, leak alarmpanel, leak detectors and conduit wiring.(2) Install level gauge panel, level sensor and conduit wiring.(3) Restore excavation area match to surrounding condition.f. Performance Period to complete the entire project is 150 calendar days after issuance of Notice-to-Proceed.2. The magnitude of this project is between JPY27,788,550 ($250K) and JPY55,577,100 ($500K) in accordance with (IAW) FAR 36.204, which means the Government’s cost estimate falls in this range.3. The solicitation method will be Invitation for Bid (IFB) that employs competitive bids, public opening of bids and award. 4. The Contractor will be required to furnish a Bid Guarantee and Performance Bond for this project.5. Site visit for bidders is expected to be conducted in January or February 2020. The schedule will be announced when the solicitation (IFB) is issued.6. Since the contract is to be performed in Japan, the offerors must meet the following two requirements for OCONUS (Outside Continental United States):a. DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, and;b. FAR 52.236-7 (as modified pursuant to AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivisions' laws, codes, and regulations applicable to the performance of the work.7. This notice does not obligate the Government to solicit and award contracts nor does it obligate the Government to pay potential offerors for any costs.The information contained in this notice is subject to change.
