- Naval Undersea Warfare Center Division, Keyport is issuing a combined synopsis/solicitation for the following commercial requirement in accordance with FAR Subpart 13.5, as supplemented with additional information included in this notice:A Regular Overhaul (ROH) of the Yard Torpedo Test Craft 11 (YTT-11). The estimated period of performance is approximately 110 days. Vessel availability will be from the beginning of May 2020 to mid August 2020. This requirement includes thirty-two (32) base requirements and twenty-six (26) optional requirements.Solicitation N0025319Q0259 is issued as a Request for Quote (RFQ) with a closing date of 12:00 PM Pacific Time on 9 January 2020. The applicable NAICS code for this requirement is 336611, with a size standard of 1,250 employees.The Government anticipates award of one firm fixed price type contract. Offers will be evaluated on the basis of lowest priced, technical and past performance acceptability. The Defense Priorities and Allocations System (DPAS) rating for this requirement is DO-C9. The procurement will be solicited as full and open competition. Competition will be limited to vendors within 864 nautical miles via sea transit from Keyport, WA. Offers shall be priced FOB Origin, with transit to and from the vendor's facility the Government's responsibility. Requirements and evaluation procedures are listed in the solicitation, which must be completely filled out and returned prior to the solicitation closing date and time. All questions regarding this solicitation should be submitted in writing as soon as practicable after receipt of the solicitation via e-mail to: paul.b.berglund@navy.mil. The deadline for receipt of questions is 18 December 2019.Drawings referenced in the solicitation are restricted by the Arms Export Control Act and will ONLY be available to the vendor's appointed data custodian that is registered with Defense Logistics Information Services (DLIS) Joint Certification Program (JCP). Vendors that are not registered with DLS JCP can obtain registration information at www.dlis.dla.mil/jcp/. Restricted drawings, technical information, and all attachments including the Statement of Work will be shipped to offerors on CD ROM upon request. Requests for CD ROMs must be submitted to Paul Berglund at paul.b.berglund@navy.mil and shall include company name, address, cage code, and name of the point of contact (POC) who can receive critical/classified information. Instructions for obtaining Export-Controlled Technical Data and receiving JCP certification can be found above and in clause K-227-W001 of the solicitation. No attachments will be mailed until the Government validates the Offerors' JCP certification. The RFQ will be posted and available for download at http://beta.sam.gov. Offerors wishing to submit a proposal will be responsible for downloading their own copy of the RFQ and for frequently monitoring the site for any amendments to the RFQ. A bidders list will not be maintained by this office, and no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render vendor offers nonresponsive and result in rejection of the same.Ship check visit is scheduled for 12 December 2019 at 12:00 pm onboard the YTT-11 moored at the KB Docks at Naval Base Kitsap Bangor, WA. Offerors are strongly encouraged to ship check the vessel prior to submitting an offer in order to gauge the condition, layout of the vessel, potential interferences, set-up and additional work that may be required to perform the work described herein. The decision by any Offeror to not request a ship check visit will be construed to mean that the Offeror fully understands all requirements of the solicitation. Interested Offerors shall email paul.b.berglund@navy.mil with copy to robert.watson1@navy.mil as early as possible. Prospective visitors shall include the company name, CAGE code, and solicitation number in the subject line of the email and provide the full name and citizenship of each requested visitor. Upon receipt of this information, a Government POC will confirm receipt and provide further instructions required to attend. Offerors are encouraged to provide cellular contact numbers for visitors attending to allow for last minute site location or instruction changes if necessary. All prospective Offerors are advised that no questions will be entertained during the ship check but may be submitted in accordance with clause L-215-H007. Offerors must have current registration and completed representations and certifications in the System for Award Management (SAM).
