This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILLNOT BE ISSUED. This is an 8(a) Small Business Set Aside. The solicitation number is W912PM19T0048, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 561210 with a small business size standard of $38.5M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2019-06.Description of Requirement: The Wilmington District of the U.S. Army Corps of Engineers requires a contractor to provide Operation and Maintenance services at the Philpott Lake Project in Bassett, VA.Evaluation of Award: The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation is determined to provide the best value in a best value trade-off evaluation process.Information for Evaluation: The Government intends to evaluate offers and award a contract without discussions. Therefore, the Offeror’s initial offer should contain their best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. See solicitation provision 5.212-2. This solicitation shall be evaluated by awarding to the proposal that is deemed to provide the best value to the Government where a trade-off approach will be utilized. Proposals will be evaluated using informal source selection procedures.Estimated Performance Period:1 January 2020 (or date of award) - 31 October 2020 - Base Year (approximately 7 months total)1 November 2020 - 31 October 2021 - Option Year 11 November 2021 - 31 October 2022 - Option Year 21 November 2022 - 31 October 2023 - Option Year 31 November 2023 - 31 October 2024 - Option Year 4Service Contract Act Wage Determinations for Patrick County, Franklyn County and Henry County Apply.
