Solicitation:FA4890-20-R-0003Agency/Office:Air Combat CommandLocation:AMIC CONTRACTING OFFICETitle:Final RFP Command and Control (C2) CAT and CWDDescription(s):This notice replaces all previous notices for Request for Proposal (RFP): FA4890-19-R-A025.This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-06/10-10-2019Air Combat Command, Acquisition Management Integration Center (AMIC) intends to award one contract as a result of this RFP for the Command and Control (C2) contract provides contract academic training (CAT), courseware development (CWD), distance learning architecture (DLA) services, training system support/mission system interface, and staff support services to the Control and Reporting Center (CRC), Battle Control Center (BCC), Air Operations Center (AOC), and Tactical Air Control Party (TACP) missions at various locations in ACC, ANG, AETC, USAFE, and PACAF. This is a competitive procurement set-aside 100% for Small Business IAW FAR 19.502-2. The North American Industry Classification System (NAICS) code for this requirement is 611512 with a corresponding small business size standard of $30.0M. The RFP closing date is 11 Dec 2019, 1:00 pm, EST. The Government expects to make award on or about 1 Apr 2020 based on availability of funds.The contractor shall perform IAW the standards outlined in the Performance Work Statement (PWS) as posted with the final RFP. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and all other items and services required to perform this effort (except as identified in the PWS).Offerors must be registered in the Online Representations and Certifications Application (ORCA) site found at http://orcabpn.gov/ and the System for Award Management (SAM) www.sam.gov under the applicable NAICS code.The contractor shall provide contract academic training (CAT), courseware development (CWD), distance learning architecture (DLA) services, training system support/mission system interface, and staff support services to the Control and Reporting Center (CRC), Battle Control Center (BCC), Air Operations Center (AOC), and Tactical Air Control Party (TACP) missions at various locations in ACC, ANG, AETC, USAFE, and PACAF. For CRC the contractor shall provide CAT and CWD support for the CRC formal training unit (FTU) at Luke AFB, AZ; DLA services for all CRC units; staff support to the FTU and selected operational CRCs; Electronic Attack (EA) training for the FTU and operational CRCs; and training system support for the CRC at Aviano AB, IT (USAFE). For BCC the contractor shall provide CAT and CWD support for BCC units in the US and PACAF; DLA for all BCC units; and staff support to the selected operational BCCs. For AOC the contractor shall provide DLA services for all AOC units. For TACP the contractor shall provide simulator operations/maintenance personnel for TACP units.For a list of line item numbers, items, quantities, units of measure, clauses, and provisions that pertain to this solicitation please refer to the 1449.The Government will use the Internet and email as the primary means of disseminating and exchanging any information concerning this requirement. The draft solicitation and attachments will be posted separately for this announcement. It is also the offeror's responsibility to carefully review all documents posted with the final RFP for any updates or changes since the release of the draft documents.
