5TH WHEEL GOOSENECK TRAILERThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being set aside 100% for Indian Small Economic Enterprises (ISEE) in accordance with the Buy Indian Act Regulations.The Solicitation No. is 140A0320Q0001 and is a request for quotes. The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06D through October 10, 2019. The Bureau of Indian Affairs, Southern Plains Regional Office (BIA, SPRO) has a requirement for one 5th Wheel Trailer to be used to transport multiple UTV's or other items. The North American Industrial Classification System (NAICS) code is 336212, Truck Trailer Manufacturing, with a small business size standard of 1,000 employees. Contractor is required to be registered in SAM with the NAICS Code cited above prior to bid opening. SBA has determined that there are no small business manufacturers available to supply this project and a class waiver from the Non-Manufacturer Rule has been approved and is in place. SpecificationsTrailer should meet or exceed the following:5th Wheel Gooseneck Trailer30 ft x 8.5 ft stock trailer with the following additional items; 8.5 feet wide x 30 feet long Winch built onto front of trailer, to pull vehicles up; 12000 lb. 12v heavyweight winch that hosts 125 feet of wire rope.Hydraulic rear ramp that opens and closes. Battery and control device to be out of working area. No specific hydraulic option. Would like an unlocking or disengage process for manual ramp lift should the hydraulic failure occur, if available. Ramp should have welded skids/bars and/or anti-skid plating for traction20,000 lb.+ capacity minimum15k axles, 16 ply tires, and 30k GVRWLight Assembly to illuminate working area. The lights can be installed on the Gooseneck illuminating the back of the trailer and sides. In a relatively secure location so limbs or equipment will not break off or damage the lights. DeliveryVendor must notify the point of contact to confirm delivery date and time, Monday through Friday between the hours of 8:00 am and 4:30 pm and closed on Federal Holidays and weekends.
