Introduction:The Japan District of the U.S. Army Corps of Engineers has been tasked to perform market research and solicit the interest of prospective offeror(s) for a forthcoming Design-Bid-Build (DBB) requirement entitled, “AFSOC103010 Simulator Facility, Yokota AB, Japan.” This announcement constitutes a SOURCES SOUGHT NOTICE and will ONLY be used for preliminary planning purposes. The intent of this notice is to gauge interest, capabilities and experience of members of the Construction Community to identify sources capable of performing the required work and assist in the Government’s acquisition planning. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The Government will not pay for any information provided in response to this notice. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). Project InformationProject Title: AFSOC103010 Simulator FacilityProject Location: Yokota AB, JapanProject NAICS: 236220 Commercial and Institutional Building ConstructionProject Magnitude: Between ¥1,000,000,000 and ¥2,500,000,000 Japanese YENProject Description: The Simulator Facility will be located at Yokota Air Base. This project will consist of the construction of 845 SM Simulator Facility that includes concrete foundation and floor slab, concrete walls, concrete roof slab, steel beam structure to support composite metal deck roofing at the high bay area, steel structure, sloping metal roof, fire alarm panels, fire suppression system and all necessary support. Functional areas include areas such as flight simulator high bay, small training device spaces, computer room, supply spares storage, maintenance area, briefing rooms, administration and common areas. Supporting facilities to include utilities, pavements, site improvements, communications and all other necessary support.Project AFSOC103022 Airfield Apron provides all primary and secondary roadways, utilities, site improvements, communications, and mitigation for possible dud munitions for site preparation. Coordination with other Contractors, US Government and Installation will be necessary. Partnering with US Government and Contractors will be required. All work carried out is to comply with current Base, Air Force, and Host Nation standards.Procurement method: The Japan District of the U.S. Army Corps of Engineers will decide the procurement method based on the industry responses to this Sources Sought Market Survey. Any solicitations pursued will be intended for local sources only. See information in the Introduction section of this announcement regarding local sources. Draft plans are being provided for INFORMATIONAL PURPOSES. Offerors are cautioned that these drawings are in DRAFT FORMAT.=====================================================================Submission Requirements for responses to this Market Survey: Interested firms are requested to reply with the following information:1. Name of your company, address, phone number, email, CAGE code and point of contact (POC) name.2. Describe your firm’s capability and experience relative to the work described in the Project Description. Please provide information on comparable projects (for government or commercial customers) completed in the past 6 years. 3. Describe your firm’s level of interest relative to all aspects of the work.4. Identify your current construction bonding levels: a) Per contract b) Aggregate contract bonding level5. Your thoughts to the questions below related the project description and draft plans: a) Will logistical issues associated with work on an active military airfield such as working hour restrictions, equipment restrictions, training, and escort requirements prohibit or discourage you from pursuing this contract? b) This scope of work is to build a Simulator facility in the exclusion zone in conjunction with other AFSOC projects. Exclusion zone will reduce the time to access to the project site without installation permitting/vetting processes. Do you foresee any potential coordination issues with other Contractors for the site access during working hours? [The exclusion zone is also called the Osprey Construction Area (OCA). It is currently in construction and being constructed by Contract No. W912HV-17-D-0015, W912HV19F0053, AFSOC103022 Airfield Apron project, and will also be available for this project, AFSOC 103010, Simulator Facility, to use for construction. It has two gates (gate 7 and 10) for construction entrance and security fencing around this exclusion zone. It provides the site access for the contractors as a free zone off-base accessibility. More information will be available in the solicitation when issued.] c) Would exclusion zone increase your interest in bidding on this project, and potentially with a lower cost? d) In your opinion, can this project be completed within 18 months of construction? e) Are there any other comments or suggestions that you may have for this project?6.
