Description
This is a sources sought notice only. It seeks information from sources that can provide Contractor-Owned, Contractor-Operated (COCO) fuel storage and transportation services at the Port of Messaieed, Qatar. No solicitation is being issued at this time. The amount of information available for publication at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10.The Defense Logistics Agency (DLA), through DLA Energy Storage and Services Division, Bulk Petroleum Supply Chain Services Business Unit - FESBB is seeking potential sources to perform non-personal services at the Port of Messaieed, Qatar. Potential sources should have the capability to provide or obtain COCO fuel storage and transportation services and facilities with the capability to receive, store, protect, issue, and distribute U.S. Government owned products in Messaieed, Qatar. The tanks offered for storage should have the combined capability to store approximately 750,000 barrels of Commercial Jet Fuel, Grade Jet A-1 and JP-8. Potential sources must also have the capability to ship fuel via contractor owned pipeline and contractor provided tank trucks to Al Udeid Air Base (AUAB).Potential sources shall be capable of receiving Jet A-1 via tanker/barge and commercial pipeline as needed, 24-hour per day, seven (7) days per week, at pumping rates compatible with the mode of transportation tendered.The proposed terminal must filter all stored products during tank-to-tank transfers, when replacing dormant fuel in pipelines, or when repacking pipelines. When shipping via pipeline, the potential source must filter products after leaving storage tank area but prior to entering the pipeline. The filtration system must meet specifications outlined in the current American Petroleum Institute (API) Publication 1581, “Specifications and Qualification Procedures - Aviation Jet Fuel Filter/Separator.” The potential source must provide filtration to 5-micron at the downstream end of the contractor provided pipeline prior to entering AUAB.The potential source will be capable of injecting commercial jet fuel Jet A-1 with the additives for outbound JP-8 shipments as required, 7 days per week, 24 hours per day. Potential source shall store, maintain, and inject Fuel System Icing Inhibitor (FSII) IAW MIL-DTL-85470 (latest version), Static Dissipater Additive (SDA) IAW MIL-DTL-83133 and Corrosion Inhibitor/Lubricity Improver (CI/LI) additive IAW MIL-PRF-25017 as needed to meet demand for JP-8 shipments and ensure additives remain on specification at all times.Anticipated Performance Period: Four (4) year base period of performance from August 1, 2020 through July 31, 2024, with a five (5) year option (August 1, 2024 through July 31, 2029) in accordance with (IAW) FAR 52.217-9. Additionally, an option, not to exceed six months (August 1, 2029 through January 31, 2030) IAW FAR 52.217-8.Interested firms must be able to provide COCO fuel storage and transportation services and facilities, all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products, as well as maintain the associated fuel facilities.Responses are limited to not more than 15 pages. Any information provided by industry to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted in response to this notice. All responses to this notice must be submitted no later than 3:00pm local time (Fort Belvoir, VA) on November 27, 2019.Responses will be accepted via email only to David Donald @ david.donald@dla.mil and Shane Banks @ shane.banks@dla.mil. In responding to this notice, interested firms must include the Sources Sought number SPE603-20-R-5X03 in the subject line of their emails. The following information is requested: Provide a company profile to include the number of employees, annual revenue history (last 3 years), office location (s), DUNS/CAGE Code number, and a statement regarding current business status. Capability Statement - provide a brief explanation of your firm’s capabilities to provide COCO Fuel Storage Facilities equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, account for petroleum products, maintain the associated fuel facilities and to provide qualified and experienced personnel, with appropriate clearances, if required. Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuel management requirements? If so, please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of serviced provided as they relate to COCO fuel storage services. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement, and what percentage of work and type(s) of service would your firm perform Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a four-year contract, in the event there are difficulties with invoice payments? Do you have an approved accounting system in place to adequately track expenditures? Please elaborate. What realistic phase-in period would your firm require to commence performance if awarded a contract? Location - Please provide the location/address of your facility.
