Description
INTENT TO SOLE SOURCEThe Department of Veterans Affairs Network Contracting Office (NCO) 6, Durham Veterans Affairs Medical Center (VAMC) intends to enter into a sole source procurement with EmDX Research & Consulting Associates, LLC 501 W. Williams Street #1631 Apex, North Carolina 27502. NAICS 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The proposed contract action is for a Veterinary Medical Office (VMO) to provide Veterinary oversight and management services for the animal research program at the Durham VA Health Care System (DVAHCS). Mandatory Veterinary qualifications include: Diplomate of the American College of Laboratory Animal Medicine in good standing. Currently licensed to practice veterinary medicine in the state of North Carolina. Currently accredited in the National Veterinary Accreditation Program At least 18 years of specialized experience as a Laboratory Animal Veterinarian; At least 18 years of specialized experience managing large transgenic rodent breeding colonies. At least 10 years of experience as a clinical veterinarian in a complexity level A1 VA hospital system. At least 10 years of collaborative medicine with Duke University s Office of Animal Welfare Assurance and Division of Laboratory Animal Resources. At least 10 years of experience collaborating/interacting with foreign governmental agencies for the import/export of live, genetically modified laboratory animals. At least 10 years of experience collaborating/interacting with foreign research institutions. At least 10 years of experience supervising mid-level managers. At least 10 years of experience supervising laboratory animal facility operations; At least 10 years supervising mid-level managers; At least 15 years of line supervision of animal caretakers or research technicians; At least 15 years of experience conducting training in laboratory animal techniques and procedures; At least 10 years of experience in microsurgical manipulations. At least 10 years serving as the Attending Veterinarian in an Animal Care and Use Program. At least 10 years of experience working with human Health and Safety; Experience with the development and implementation of human health and safety protocols and policies; Experience with the development and implementation of SOPs; Comprehensive understanding of OSHA standards for hazard communication and of the Globally Harmonized System; Experience serving on an Institutional Biosafety Committee (IBC). At least 8 years of experience conducting research as a Principal Investigator or Study Director. At least 3 years of experience ensuring quality control. At least 2 years of experience in program management, including cost-recovery, and contract management. Proven level of excellence, as determined by zero findings from a federal government agency or AAALACi program and facility evaluation. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. This Advisory and Assistance contract is intended to be for a period of performance of one year, 1/1/2020-12/31/2020, with four 1-year options. This notice of intent is NOT a request for quotation. Interested parties may identify their interest in the requirement and capabilities to Stephanie.Patterson2@va.gov no later than 10:00 AM EST, December 9, 2019. Telephone inquiries will not be accepted. All information shall be furnished at no cost or obligation to the government. No solicitation will be made available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to complete this proposed contract based upon responses to the notice is solely within the discretion of the Government.
