Description

Enterprise Services Acquisition (ESA), on behalf of the Bureau of Economic Analysis (BEA), intends to negotiate on a sole source basis with 451 Research, LLC of New York, NY for the procurement of a one-year subscription to their Cloud Price Index Service. This acquisition will be made under the authority of 41 USC 3304(a) (1) as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2).Enterprise Services Acquisition (ESA) intends to procure the required services under a firm fixed price order.Bureau of Economic Analysis (BEA), as the nation’s accountant and one of the world’s leading statistical agencies, collects source data, conducts research and analysis, develops and implements estimation methodologies and disseminates statistics to the public. In this role, BEA collects source data from many specific sectors of the economy. A major initiative in BEAs Strategic Plan is to explore data sources that would allow the construction of new price deflators for the cloud service industry to be used in the accounts.451 Research, LLC is the sole source provider for the required index service that meets the Government's minimum requirements which makes them uniquely qualified.The North American Industry Classification System (NAICS) code for this acquisition is 518200, with a size standard of 1000.A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by December 11, 2019 @ 12:00 PM Eastern Standard Time (EST) will be considered by the Government.
