- The solicitation number is HSCG29-19-Q-Sterntubes and is issued as a Request for Quotation (RFQ).This is a combined synopsis/solicitation for a Service Agreement prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.This acquisition is Small Business Set Aside. The NAICS is 336611. The contract type will be a firm fixed price purchase order. The government proposes to solicit from the attached scope of work.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01.Contractors shall provide a quote for CG49426 Water Cooled Shaft Bearing Installation in accordance with the attached Scope of Work (SOW).Place of Contract Performance:US Coast Guard IPF New Orleans located at 1790 Saturn Blvd New Orleans LA, 70129Description(s): SOWThe contractor shall complete the work listed for the Shaft Bearing Installation at the US Coast Guard IPF New Orleans located at 1790 Saturn Blvd New Orleans LA, 70129. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully.IPF New Orleans request the following repairs in order to complete the installation and alignment of the water cooled shaft bearings on the port and starboard stern tube assemblies.1. Contractor will set up an alignment assembly to center the output flange of the reduction gear to the outboard end of the stern tube bearing bore. I/E Piano wire or laser.2. Once engine alignment is achieved, the contractor will install a horizontal boring bar assembly. The contractor will then bore the stern tube assemblies to a measurement of 0.187 radial over size.3. The contractor will then furnish labor and material to machine sleeves that will be inserted into the stern tube bearing bores.4. The contractor will then insert the machined sleeve assemblies into the stern tube bearing bores.5. Contractor will then insert the standard sized water cooled shaft bearings IAW Coast Guard drawing 49BUSL 243-001.FAR 52.237-1 -- Site Visit (Apr 1984).Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.52.204-7 -- System for Award Management.An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.Vendors Doing Business with the Coast Guard MUST be registered with the System for Award Management at WWW.SAM.GovHOW TO RESPOND:In order to compete for this project, interested parties must demonstrate that they are qualified to perform the work. Technical and Cost Proposal is due by 1:00 CST, Dec 16, 2019. All questions regarding this request for quotes must be submitted in writing via email at Jamy.R.Pickett@uscg.mil. Telephone inquiries are strongly discouraged. Technical proposals must include: (1) Completion date. (2) Past performance history (current or within the last 18 months) on projects similar in scope and nature, with specific references (including project identifier/contract number and description, period of performance, dollar amount, client name and current telephone number). References will be checked to validate the information provided. (3) Price.Proposals will be evaluated on the basis of the established criteria in the solicitation.The technical proposal shall address all of the evaluation factors listed below.Solicitation must consist of sufficient documentation to show evidence that the contractor meets ALL the requirements as specifiedbelow:1.
