- THIS NOTICE IS ONLY A NOTIFICATION THAT A SOLICITATION IS ANTICIPATED AND FORTHCOMING; NO RESPONSES ARE REQUIRED. THE OFFICIAL SOLICITATION NOTICE WILL BE POSTED UNDER SEPARATE NOTICE. THIS PRESOLICITATION NOTICE IS ISSUED SOLELY FOR INFORMATIONAL PURPOSES ONLY. IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFP IN THE FUTURE. THIS PRESOLICITATION NOTICE DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE WHATSOEVER. FURTHER, THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) IS NOT AT THIS TIME SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS.The Department of Housing and Urban Development (HUD) is issuing a presolicitation notice to provide information to prospective Offerors about a potential opportunity to establish a new, multiple award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Hospital Assessment Consulting Services for HUD’s Office of Healthcare Programs (OHP).1. CONTRACT INFORMATION: Solicitation Number 86615619R00018 is intended to result in a multiple award, IDIQ contract. Anticipated Task Orders will be issued as Firm Fixed Price (FFP), Labor Hour or a Hybrid of both contract types. The period of performance of the IDIQ contract is expected to be a 12-month base period with four (4), consecutive, 12-month option periods. Period of performance of task orders shall be determined on each task order. Place of performance will be determined on each task order. This action will be unrestricted.2. REQUIREMENT INFORMATION: The Contractor shall provide hospital assessment and consulting services. The purpose of this IDIQ contract is for the Government to retain contractor support services providing HUD’s Office of Hospital Facilities (OHF) with a broad range of hospital industry expertise and to assume the responsibility for completing consulting. Contractor support services shall effectively perform the duties and responsibilities as summarized below and defined in each task order. Task orders will be issued when needed and will require the contractor to perform a range of hospital consulting projects. Work performed under the anticipated IDIQ contract may include the following: Performance improvement assessments Reviews of existing hospital business plans Revenue cycle assessments Reimbursement and provider compliance Non-practitioner workforce planning Practitioner workforce planning3. EVALUATION INFORMATION: The Governmetn intends to use a price/technical tradeoff process to award multiple contracts to the responsible Offerors whose proposals represent the best value to the Government, evaluated price and other factors considered. However, the Government reserves the right to make a single award if deemed to be in the best interest of the Government after evaluating proposals. The Government reserves the right to make an award to other than the lowest-priced Offeror(s) or to the Offeror(s) with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. The Contracting Officer intends to award without discussions but reserves the right to initiate discussions if necessary. The Government will evaluate the proposal responses in accordance with the criteria described in the solicitation.4. ESTIMATED POSTING DATE: The Government anticipates posting the official Solicitation on or approximately 30 days after the publication date of this notice, under solicitation number 86615619R00018. Proposals are anticipated to be due approximately 45 days from issuance of the Solicitation. The North American Industrial Classification System (NAICS) code applicable to this project is NAICS code 541611 (Administrative Management and General Management Consulting Services).THE SOLICITATION WILL BE AVAILABLE ONLY IN ELECTRONIC FORMAT. Prospective Offerors will be responsible for obtaining the solicitation and related amendments, if any, from Contracting Opportunities via https://beta.SAM.gov/, after the solicitation has been posted. Prospective Offerors MUST register themselves on the aforementioned website. The Government will not maintain a mailing list. Any communications regarding this requirement must be made in writing and forwarded via email to deborah.m.lawrence-wilson@hud.gov and chantel.a.adams@hud.gov, and must follow the instructions provided in the official solicitation for communications to HUD.It is the responsibility of the interested parties to continue to monitor the Contracting Opportunities site to assure that they have the most up-to-date information about this acquisition.In accordance with FAR 4.1102, Offerors are required to be registered in the System for Award Management (SAM) at www.sam.gov at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements and in order to be eligible to receive a contract under this acquisition.
