- The National Aeronautics and Space Administration (NASA) George C. Marshall Space Flight Center (MSFC) is issuing this presolicitation synopsis (Solicitation Number: 80MSFC20R0036) as a means of communicating with industry interested in supporting the requirements of the Marshall Engineering Technicians and Trades Support (METTS III) Services acquisition activity. This presolicitation synopsis is a follow-on competition to the Marshall Engineering Technicians and Trades Support (METTS) Services contract, NNM15AA19C. METTS III services will provide direct support to the MSFC Engineering Directorate (ED), the Facilities Management Office (FMO), and other MSFC programs and projects requiring engineering technician and trade support services. The primary ED organizations supported by the METTS III services include the Materials and Processes Laboratory, the Space Systems Department, and the Test Laboratory. Additional support functions may be provided for the ED Propulsion Systems Department and Spacecraft and Vehicle Systems Department. METTS III services will also support Propellants and Pressurants Delivery Systems (PPDS) and Valve and Component Services (VCS) for MSFC through the FMO.The Government intends to solicit offers using Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, and NASA FAR Supplement (NFS) 1815, Contracting by Negotiation. All responsible sources may submit an offer in response to the solicitation which will be considered by the Agency.The METTS III acquisition is anticipated to be a Section 8(a) small business set-aside. The Government contemplates awarding METTS III as a cost-plus-award fee contract with an indefinite-delivery, indefinite-quantity (IDIQ) component resulting from this solicitation. On June 11, 2019, a request for Information (RFI) / Sources Sought Notice (Solicitation #: MSFC-PS21-METTS (III)) was posted on FedBizOpps, requesting capability statements from all interested parties, including Small, Small Disadvantaged Business (SDB), Section 8(a), Women-owned Small Business (WOSB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) business, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate small business set-aside classification or small business subcontracting goals for the METTS III acquisition. The response due date was June 25, 2019.The anticipated release date of the Draft Request for Proposal (DRFP) is on or about December 13, 2019, to seek industry comments for the METTS III requirement. This DRFP is intended as an acquisition planning instrument, as well as a means of soliciting industry comments for use in developing the final Request for Proposal (RFP)/solicitation. Comments in relation to the DRFP are anticipated to be due on or about January 6, 2020. Responses to comments or questions to the DRFP, which will be considered in formulation of the final RFP, will be at the discretion of the Government.The Government intends to conduct an industry day briefing/site tour on or about December 19, 2019, to provide details regarding key features of the DRFP. Additional industry day information will be provided upon issuance of the DRFP.
