- COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMSThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotations (RFQ) under “DEPOSITION AND COURT REPORTING SERVICES FOR THE U.S. ARMY CORPS OF ENGINEERS, HONOLULU DISTRICT, OFFICE OF COUNSEL”The North American Industrial Classification System (NAICS) code for this procurement is 561492, with a small business size standard of $15,000,000.The associated Federal Supply Code (FSC) / Product Service Code (PSC) procurement is R606.COMMERCIAL ITEM DESCRIPTION:All interested companies that interested in providing court reporting services shall provide quotations for the following:The Contractor shall furnish al labor, management, supplies, equipment and material as required to perform court reporter services for approximately fifteen (15) depositions. The Contractor shall provide electronic copies of deposition transcripts and exhibits. The Contractor shall provide a room or an appropriate facility to accommodate four (4) or more people for the deposition. The Honolulu District Office of Counsel (“OC”) will coordinate the scheduling of the depositions with the Contractor. The Contractor shall provide a registered professional reporter for real time verbatim transcription court reporting for an appearance fee for a hearing or deposition. The Government agrees to pay if proceedings are cancelled after 5:00 p.m. of the prior day, and the reporter arrives as previously ordered, or if there is a no-show of the deponent or settlement of the case. The contractor shall furnish necessary management, labor, supervision, material, equipment, transportation and other incidental services. The Contractor shall provide a room or an appropriate facility in which to conduct legal proceeding to accommodate 4 or more people. The facility must include a conference room table, sufficient seating for the proceeding, speaker phone, and appropriate atmosphere and acoustics for a legal proceeding. CLIN 0002, Court Reporting - Electronic Transcripts. The Contractor shall provide a registered professional reporter for real time verbatim transcription court reporting and certified copies of transcripts to be provided to the Government within 10 business days of the close of the proceeding. The Government agrees to pay a higher rate if priority or emergency electronic transcripts are expected on a case by case basis. The price includes all equipment, hardware and software necessary for the verbatim transcription, and a location for the deponent to read and sign the transcript if the deponent requests the opportunity to read and sign not located at the U.S. Army Corps of Engineers, Honolulu District.CLIN 0003, Exhibits. The contractor shall provide a scanned, electronic copy of exhibits used in a deposition within 2 days of a deposition. The contractor shall also provide index page(s) and certification page(s) for each deposition.CLIN 0004, Video Recording. The Contractor shall provide facilities and equipment that would allow depositions and legal proceedings to be transcribed through video recording. An electronic video recording of the proceeding shall be delivered in DVD format along with a certified copy of the transcript as specified by the Government. CLIN 0005, Contractor Manpower Reporting. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data field using the following web address: https://ecmra.mil.
