- No solicitation is being issued or requested at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.Contracting Office Address: Department of the Air Force, Direct Reporting Units, USAF Academy - 10 CONS, 8110 Industrial Drive Suite 200, USAF Academy, CO, 80840-2315Subject: This is a pre-solicitation notice (synopsis) for a construction acquisition in accordance with the format in FAR Subpart 5.2, as supplemented with additional information included in this notice. All applicable provisions and clauses will be included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued.Proposed Solicitation Number: FA700020R0004The solicitation is expected to be issued on or after 19 December 2019. The closing date and time for submission of proposals will be contained in the solicitation package. For planning purposes only, an organized site visit is anticipated to be held during the week of January 6th 2020. The date and time for a pre-proposal conference or site visit will be announced in the solicitation package, which will be made available on the government point of entry (GPE) web site at http://www.beta.sam.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Contractor MUST be registered in the System for Award Management (SAM) database along with having completed Online Representations and Certifications or his/her proposal will not be considered. Further information on SAM web site is available at https://www.sam.gov.This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.DescriptionThe construction acquisition is to Repair Heating, Ventilation, and Air Conditioning (HVAC), Arnold Hall (BLDG 2302) and Harmon Hall (BLDG 2304), at the United States Air Force Academy, CO.Chilled water that is generated at Harmon Hall is supplied to Harmon Hall, Arnold Hall and Polaris Hall. Cooling towers are located on Arnold Hall roof which is piped vertically and through tunnels to Harmon Hall. Harmon Hall HVAC system consists of water cooled heat pumps which reject heat to the chilled water system via heat exchangers located in the basement of Harmon Hall. This project will replace the cooling towers located on the roof of Arnold Hall. The cooling heat exchangers at Harmon Hall will be upgraded to flat-plate type and various piping and controls will be upgraded. A temporary air cooled chiller will be utilized during cooling tower demo and replacement. Hazardous material testing was performed and results are included with project documents.General Description: Demolish and replace cooling towers on Arnold Hall roof, including roof and structural work, except Siemens DDC. Provide Siemens DDC which is required for facilitating work. Repair HVAC located at Arnold Hall and not on the roof. Repair HVAC located at Harmon Hall, including 200-ton temporary air cooled chiller. The contractor shall provide all labor, materials, transportation, equipment, and supervision necessary to accomplish this project. All work shall be accomplished in accordance with requirements contained in the Drawings and Specifications, and other attachments included with the solicitation. Place of Contract Performance: USAF Academy, CO 80840 United States Set-aside Status: This acquisition will be 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB); all others will be deemed non responsive. The North American Industries Classification System (NAICS) code is 238220, Plumbing, Heating, and Air-Condition Contractors and the Small Business Administration (SBA) small business size standard is $15M. Magnitude of construction is between $1,000,000 and $5,000,000. The proposed contract would be awarded to one vendor as a firm-fixed price construction contract. Current estimated completion time is 360 calendar days. All future notices will be posted under the current solicitation number (FA700020R0004). A solicitation is not available at this time; therefore do not request a copy of the solicitation. The United States Air Force at this time is not seeking proposals and will not accept unsolicited proposals.
