- Description
- Utility Management (UM) is a program organization under the auspices of the Facilities Management Division within the Department of State’s Bureau of Overseas Building Operation Bureau (OBO). One such program function under UM provides generator and related accessory funding for residences occupied by full-time Foreign Service Officers stationed at a post, for the Marine Guard house and other agency residences assigned to a Post location. OBO/CFSM/FAC/PS has had a program which centralizes the procurement of residential generators since 2013. This procurement process pre-qualifies multiple vendors who can demonstrate adequate conformance to standard product specifications while also having the ability to support delivery and maintenance on a global scale. Using a five-year IDIQ contract (base year plus four option years), pre-qualified vendors will be requested to provide proposals for the manufacture, shipping and warranty support of generators and related accessories ranging in size from 25 KVA to approximately 1000 KVA. The purpose of this solicitation is to identify multiple vendors which can provide the products and services identified herein.DoS plans to award multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for one base year and four subsequent one-year options, at the option of the Government. The IDIQ awards will be made to the responsive Offerors, whose proposal conforms to the solicitation and offers the Best Value to the Government, whereas technical considerations are more important than cost. This award will be partially set-aside for small business, with one award to a small business to be expected. The maximum dollar value over 5 years is $25 million.The Request for Solicitation and its attached documents will be posted under Solicitation Number, 19AQMM19R0022, on or around January 2, 2020. No paper copies will be mailed. Proposal submissions will be due no later than 12:00 PM, EST on February 5, 2020.Questions (Q&A) period opens with the posting of the solicitation.
