Personal Services Contract (PSC)Statement of Work (SOW)U.S. Embassy Kabul, AfghanistanAssistant Senior Aviation Advisor (SAA)U.S. Department of StateFS-02 (Equivalent GS-14)GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACTMission of the U.S. Department of State: The U.S. Department of State (DOS), is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home and countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. INL’s Office of Aviation (INL/A provides aviation support, under Chief of Mission (COM) authority, to meet transportation and/or Foreign Assistance Aviation Program requirements in Afghanistan. Aviation support includes fixed and rotary wing travel in support of COM personnel to multiple domestic and international locations. Flight operations are conducted through a local entity known as Embassy Air originating from Kabul International Airport and servicing multiple airfields and helipads/heliports. The purpose of this Personal Services Contract is to fill the position of Assistant Senior Aviation Advisor (ASAA). The ASAA serves as the in-country assistant aviation advisor and provides program implementation, direction, mission execution, contract oversight, compliance, and evaluation in support of all DOS funded aviation transportation services. The ASAA serves in two broad roles as the 1) ASAA and 2) Government Technical Monitor (GTM). DUTIES AND RESPONSIBILITIESUnder the direct supervision of the Kabul based Senior Aviation Advisor (SAA), and the INL Chief of Operations Branch, located in Melbourne, FL, or his/her designee, the Assistant Senior Aviation Advisor will perform the following duties: 1. Assume the duties, responsibilities, and oversight of the SAA in his absence when required.2. Provide oversight and guidance to fixed wing and rotary wing operations, maintenance, and logistics to ensure aviation supports Post requirements efficiently, and safely. Interface with respective embassy stakeholders, to ensure their respective aviation missions are supported.3. Draft Post aviation Standard Operating Procedures and other required post documentation pertaining to Embassy Air program.4. Ensure passenger scheduling is optimized to ensure effective utilization of aircraft. 5. As directed by the SAA, interface with other international and U.S. government agencies and departments such as USAID and UN organizations, DoD entities, and host country officials as directed by Post management, in order to coordinate actions to further Post objectives. 6. Perform oversight and evaluation of contractors’ operations, maintenance, logistics and safety program. Ensure compliance with INL/A policies/procedures/directives, review and recommend approval of waivers to published directives, and authorize use of program aircraft7. Review contractors’ flight operations procedures and monitor contractor pilot proficiency. Submit regular written reports of contractors’ performance and activities to the Office of Aviation and provide comprehensive monthly contractor performance award input to the Contracting Officer’s Representative (COR) regarding contractor performance. 8. Assist in directing and coordinating aircraft and personnel deployments within or outside country in support Chief of Mission.9. Assist in the coordination of Embassy Landing Zone and aviation hubs.10. Develop, coordinate, organize, implement and ensure compliance with comprehensive operational systems and procedures in support of Post aviation missions. Source documentation required to be complied with for these operational systems and procedures include the Department of State Aircrew Training Program, Aviation Operations Directives, Guide to Aviation Training and Standardization, Aircrew Training Manuals, Safety Directives, INL/A approved maintenance and logistics procedures, Office of Aviation Standard Operating Procedures, and country-specific SOPs. 11. Develop operational tactics and new training procedures (in conjunction with the contractor staff and the applicable Office of Aviation Division). These tactics and procedures include Night Vision Goggle operations, helicopter employment tactics, fixed wing passenger and cargo operations, rules of engagement, and aerial gunnery. 12. As a Government Technical Monitor (GTM), provide operational direction and guidance to the contractors. Within scope of the contract, prioritizes allocation of contractor efforts and workload to meet post requirements. Assess contractors’ manning by skill level against contract requirements and recommend manning modifications as needed. Plan work, set and or negotiate deadlines, and completion dates. Review and accept or reject final work. Evaluate contractor performance IAW the Aviation Support Services contract Quality Assurance Surveillance Plan. 13. As required by the SAA, assign work to subordinate aviation advisors based on priorities, difficulty of assignments, and employee capabilities. Give advice and instruction to subordinate aviation advisors on both work and administrative matters. Identify developmental and training needs, finding ways to improve the quality of work, and enhancing overall performance standards for both USG and contractor personnel. 14. Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the mission. Maintain constant liaison with Office of Aviation, U.S. DOD, DOS, DS, other U.S. Government agencies, and the U.S. FAA, to keep abreast of current policies, procedures, and rules that pertain to aviation operations.TRAINING & DISTANCE LEARNING COURSES1. Complete the Contracting Officer Representative (PA 296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.2. Complete the Introduction to Working in an Embassy (PN 113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post.3. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610 prior to deployment to Post.4. If applicable - Consultations with the INL Program office may be required.PLACE OF PERFORMANCE & TRAVEL REQUIREMENTSKabul, Afghanistan. The position is based full time in Kabul, Afghanistan. Some regional travel may be required.RELATIONSHIPS:The ASAA will report to the SAA; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The ASAA may coordinate directly with the Office of Aviation staff in Melbourne, FL, in performance of contract oversight, compliance, and issuing direction to the aviation support services contractor to ensure compliance with INL/A policies and procedures and USG mandated regulatory guidance for Federal Aviation programs. The SAA will provide yearly performance reviews to the INL/A Operations Branch Chief in Melbourne, FL to contribute to the incumbent’s official yearly review. COMPLEXITYThis position involves providing aviation support, under Chief of Mission authority, to meet transportation and/or Foreign Assistance Aviation Program requirements. Aviation support includes fixed and rotary wing travel in support of COM personnel to multiple domestic and international locations. The use of Personal Protective Equipment is a frequent occurrence. This position will require the carriage of weapons in conjunction with oversight duties. Personnel may be required to complete initial and recurrent weapons qualifications IAW Diplomatic Security requirements and must comply with the Post Firearms and Use of Force policies. SCOPE AND EFFECTIVENESSThe PSC performs broad and extensive assignments related to a complex aviation program in Afghanistan, known as Embassy Air. Flights originate from the Kabul International Airport and service numerous airfields and helipads/heliports. In addition to air transportation missions, Embassy Air may be required to perform rotary wing security operations in support of COM personnel ground movements, Search and Rescue (SAR) missions, Quick Reaction Force transport, and medical evacuations. Additionally, INL/A assumes responsibility for the management of designated Life Support Areas (LSAs), Embassy Landing Zones, and other aviation facilities. PERIOD OF PERFORMANCEThe period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensionsMINIMUM QUALIFICATIONS1. U.S. Citizenship with the ability to obtain and maintain a DOS Top Secret security clearance, medical clearance, and ethics clearance, if applicable. The contractor shall have a security clearance at the Top Secret level and must also be eligible for access to Sensitive Compartmented Information (SCI). The individual clearance shall be maintained for the duration of employment under this contract or until access requirements change. 2. Designation as a Military aviator and a minimum of 10 years military aviation management experience, including experience in a hostile environment with threats to aircraft and ground personnel. 3. Senior level management experience in a medium to large size aviation organization, either government, civil or military, with experience in dealing with diverse stakeholders with differing goals. 4. Experience coordinating programs within the interagency or international community. 5. Knowledge of U.S. Federal Aviation Administration regulations. 6. In-depth knowledge of the tactical employment of fixed and rotary wing aircraft in aviation operations, including capabilities, limitations and techniques7. Knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight training activities. Should have a basic knowledge of command communications, government intelligence procedures, and flight operations procedures. 8. Highly specialized skill in the operation of aircraft as a pilot. Ability to develop, coordinate, organize, and implement comprehensive operational systems and procedures in support of Embassy Air Missions and post requirements IAW all appropriate INL/A established policies, procedures, and requirements. Factor 2. Contract Oversight/direction (25 points)Demonstrated experience to oversee and evaluate a major aviation operation mission and develop, edit and publish evaluation reports on program progress or lack thereof. Ability to implement corrective actions. Factor 3. Develop and Evaluate Tactics, Techniques, and Procedures (20 points)Ability to develop and evaluate operational tactics and new training procedures in support of diplomatic aviation missions. Diplomatic aviation missions routinely include non-tactical passenger and cargo transportation, medical & casualty evacuations, search & rescue and transporting Quick Reaction Forces. Missions are conducted in VMC and IMC conditions; in day, night and NVD environments.BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses.
