**This requirement is a continuation of 191NLE19N0040 orginally posted on FBO. The purpose of this re-release of the sources sought is to inquire additional information regarding the foundation/platform needed in order to support the incinerator. All original questions and this new question has been inserted into the sources sought document.Added questions can be located in RFI document section IV. Products and Services, questions (i), (j), and (k).REQUEST FOR INFORMATION SUBMISSION NOTICEThis Request for Information (RFI) will be used to identify potential sources that are interested in and capable of performing the work described in this “Draft” Statement of Work (SOW). In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for conducting market research, information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests.The purpose of this RFI is to communicate and solicit feedback from industry on the “Draft” version of an upcoming overseas requirement for Organismo de Investigación Judicial (OIJ) Narcotics Incinerator. Contractors shall provide company capabilities and pictures (if able). The NAICS Code for this requirement is 562213- Solid Waste Combustors and Incinerators.Please do not provide generic capability statements, as they shall add no value to this RFI. The Government is seeking specific information in conjunction with the specifications of this requirement.The page limitation for responses is 10 pages.All responses shall be submitted in writing via email to Patrick Jones (Contract Support Specialist) at JonesPR@state.gov, no later than 12:00 PM, EST on December 12, 2019.In order to participate in the resulting RFQ and to be eligible for an award, the proposer must have (i) a current CAGE Code, (ii) a DUNS#, (iii) be registered to do business with the Government of the United States in the System For Award Management (SAM) and not be on the Excluded Parties List: https://www.sam.gov1.0 INTRODUCTIONMission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.2.0 BACKGROUNDINL is one of the bureaus in the Department of State whose program authority derives from the Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is charged with aiding host governments to develop and implement effective counter narcotics, anticrime, and border control programs.Costa Rica, as well as the other Central American countries, is a strategic path for illegal drugs and chemicals on the way north, for its many coastal areas, both Pacific and Atlantic, its roads, and its closeness to a big and growing market of drug consumption.The purpose of this Draft Statement of Work (SOW) is to establish the needed requirements to purchase an incinerator for drugs, and possible chemical precursors, for the Costa Rican government, for the destruction of these illegal chemical substances, which is a growing problem.3.0 SCOPETo purchase and donate an incinerator for the Organismo de Investigación Judicial (OIJ), San José, Costa Rica, in charge of destroying the seized drugs, and possible chemical precursors. This purchase would include (as stated in the Draft Statement of Work) incinerator delivery, installation, warranty, training, and Operations and Maintenance (Base and Option Years).4.0 TECHNICAL REQUIREMENTSPlease see the attached document.
