Description
U.S. Army Corps of Engineers (USACE), New York District, 26 Federal Plaza, CENAN-CT Room 16-300, New York, NY 10278This is a SOURCES SOUGHT for the purpose of obtaining market research only. No proposals are being requested nor accepted under this Sources Sought. The U.S. Army Corps of Engineers, New York District, will use information obtained under this Sources Sought to design and construct a new operational campus for Unmanned Aircraft System (UAS) Group 3 Hangar and supporting structures at Ft. Drum, NY.The intent of this Sources Sought is to access industry's small business concerns including 8(a) companies within New York, New Jersey, and Pennsylvania with an SBA approved office for competition in New York, Historically Underutilized Business Zone (HUB Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB), and all small businesses under the size standard, capability, and interest in performing a construction project within Ft. Drum, NY using the design-build process to meet the needs of Ft. Drum.The NAICS code for this project is 236220, Commercial and Institutional Construction. The small business size standard is $39.5 million. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation.The New York District, U.S. Army Corps of Engineers (District) intends to issue a design-build RFP for the construction of a 28,100 SF Unmanned Aerial Vehicle (UAV) Maintenance Hangar and eight supporting structures at Ft. Drum, NY with capacity for three (3) Tactical Unmanned Aerial Vehicles (TUAV) Shadow Platoons each supporting four RQ-7B-1E shadow drones. The scope of the work includes a UAV maintenance hangar, special foundations, fire protection and alarms, hangar access apron, IDS, EMCS connection, and building information systems. Support facilities include a paved access to taxiway/runway, electrical service, security lighting, fire protection, communications, water, sewer, lift station to include backup generator, force main update, storm drainage, apron, signage, landscaping, organizational parking, POV Parking, air conditioning, and other site improvements. The contractor shall be responsible to understand that operational performance of the existing UAS Shadow Hangar and airfield must remain uninterrupted throughout project duration.The Unmanned Aircraft System (UAS) Group 3 Hangar (Building A) construction will support no fewer than twelve (12) drones. The single facility shall provide Mixed-use occupancy, supporting a Business occupancy, and Storage/Industrial occupancy. The facility shall be a freestanding single story steel frame building with special foundations and roof framing systems with a maximum Gross Area of 27,100 SF.The Sanitary Sewage Lift Station Building (Building B) construction will replace an existing lift station currently serving existing Shadow Hangar and its supporting facilities. The new building shall have capacity to serve all facilities and the removal of the existing lift station is required. The new construction shall provide new Sewage Lift with an enclosed vertical structure above grade and a watertight below grad construction. Maximum Gross Area 600 SF.The Organizational Storage Building (Building C) construction shall provide four (4) separate storage areas for IAS parts, equipment, crates, trailers, and heavy-duty storage racks with a Maximum Gross Area of 2,515 SF.The AV Fuel Station Shed (Building D) construction shall be capable of refueling UA shadow drones, providing one refueling station for each of the three (3) Platoons. The free standing structure shall be an open canopy, with masonry CMU walls separating each refueling station. An enclosed electrical room to distribute power for AV Fuel Station and nearby supporting facilities will be required. Construction of concrete slab on grade with raised curbs, slopes, and pits are required for fuel spill containment and incorporated with special foundations. Fuel spill containment must be constructed of reinforced concrete system with waterproofing membrane and joint sealants to prevent seepage and infiltration. The AV Fuel Station Shed Maximum Gross Area is 4,160 square feet.The POL Storage Buildings (Building E & Building F) construction shall be capable of storing Petroleum, Oil, and Lubricant (POL). The freestanding single story, enclosed structure with concrete slab on grade shall have raised curbs, slopes, and/or pits for POL spill containment. The containment slab must be of reinforced concrete with waterproofing membrane, joint sealants, and coating to prevent liquid seepage and infiltration. The building shall include special foundations. The Building E Maximum Gross Area is 180 SF and the Building F Maximum Gross Area is 120 SF.The Fire Protection Pump Building (Building G) construction shall be a freestanding structure capable of housing necessary equipment for Fire Protection Pump systems. The building shall have two (2) deep pits below ground level for incoming utility source water and supplying pressurized water to the Hangar facility below frost depth. These pits shall structurally integrate with special foundations and shall incorporate drains and sump-pumps as required. The below grade construction must be watertight sealed with joint sealants and water proofing membrane to prevent ground water infiltration and seepage. The Maximum Gross Area is 1,600 SF.The AV Gas Storage Tank Shed (Building H) shall house two separate 500-gallon AV fuel storage tanks. The freestanding structure, provided as an open canopy with louvered enclosure walls, shall have a concrete slab on grade with raised curbs, slopes, and pits required for fuel spill containment and incorporate special foundations. The Fuel spill containment must be constructed of reinforced concrete system with waterproofing membrane and joint sealants to prevent seepage and infiltration. The Maximum Gross Area is 330 SF.The anticipated Magnitude of Construction is between $15,000,000.00 and $35,000,000.00.Interested businesses shall respond to this Sources Sought Synopsis by submitting two (2) examples of previous experience with the construction of multiple facilities, of similar occupancy type, greater than 10,000 GSF, and similar in cost magnitude (greater than or equal to $10,000,000). The information submitted will be considered in the development of the acquisition strategy to support this program.Responses are restricted to U.S. firms that are established and registered in the System for Award Management (SAM), www.sam.gov.
