Description
The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Region Acquisition Division (ERAD), in support of the Office of Marine and Aviation Operations (OMAO), Platform Acquisition Division (PAD), is performing market research to identify sources capable of performing detail design and construction of a new vessels focused on NOAA’s charting and surveying requirements (Class B). OMAO has a need to maintain the NOAA fleet capability to meet the at-sea data collection requirements of charting and surveying in support of OMAO’s mission to safely deliver effective earth observation capabilities; integrate emerging technologies; and provide a specialized, flexible and reliable team responsive to NOAA and the nation. Without further fleet modernization, the Federal oceanographic fleet will experience a 50% decline by 2028 as older vessels become unserviceable.OMAO is seeking to identify sources capable of building Class B vessels that meet Top Level Requirements (TLR) identified in Attachment #1- Draft NOAA Class B TLR. The Government’s intent is to provide a defined hull form and have shipyards complete the detailed design and construction in a single phase. Approximate particulars of the Class B hull form are:- Length between perpendiculars (LBP): 73.5 m- Beam: 15 m - Draft at Full Load: 5.4 m - Displacement at Full Load: 3,250 mt The anticipated NAICS code for this requirement is 336611 - Ship Building and Repairing and the size standard is 1,250 employees. This sources sought is for planning purposes only and is issued in accordance with FAR Provision 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) provided at:http://www.acquisition.gov/far/current/html/52_215.html#wp1144503. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice, and responses to this notice cannot be accepted as offers. Any information that the firm considers proprietary should be clearly marked as such. All interested sources are invited to submit a written response. Please submit information to include: (1) description of available ship construction facilities and (2) past experience performing detail design and construction of complex ships of similar dimensions and characteristics. Firms who wish to respond to this sources sought should include their business size based on the anticipated NAICS code identified above, CAGE code, and Dun and Bradstreet number.
