Description

This is a BAA of the Air Force Materiel Command, Air Force Test Center, 96th Test Wing, Air Force SEEK EAGLE Office, under the provisions of paragraph 6.102(d)(2) of the Federal Acquisition Regulation, which provides for the competitive selection of research proposals. Proposals submitted in response to this BAA that are selected for award are considered to be the results of full and open competition and in full compliance with the provisions of PL 98-369, the Competition in Contracting Act of 1984. Proposals may also be submitted for the acquisition of test assets for experimentation to validate models and simulations. In the event these submissions are selected for award, they could be awarded under the authority of 10 U.S.C. 2373, Procurement for experimental purposes.For purposes of this announcement, research is defined to be methodology research, scientific study, concept exploration, experimentation, and algorithmic and software development directed at developing and advancing capability for aircraft compatibility. Multi-year research awards shall produce annual milestones defined in terms of specific deliveries and capabilities. The AFSEO intends to contract with educational institutions, non-profit organizations, and private industry for research. Offerors contemplating submission of a proposal should carefully examine this BAA and are strongly encouraged to contact the appropriate POC.
