- 140R2020Q0031 - Sources Sought NoticeTitle: Bureau of Reclamation, Bay Delta Office � Real-Time Monitoring Services to Genetically Identify Fish Species This announcement constitutes a Sources Sought Synopsis and is for informational purposes only. This is not a request for quote (RFQ) nor a request for proposal (RFP). This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary.This announcement is for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified contractors may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the facility, experience, technical level of expertise, administration, and management capability to perform the effort described below. The capability statements received will be used to determine the Bureau of Reclamation�s overall procurement strategy. This requirement is to obtain contractor services for real-time monitoring services to genetically identify fish species from the Tracy Fish Collection Facility in West Sacramento, CA. The work will be performed at the contractor�s facility.The intent is to award a Firm Fixed Price contract with a Base and 4 Option Years. Task Summary:Task 1- Identify population of origin from juvenile salmonid tissue samples from the Tracy Fish Collection Facility and other monitoring programs using approved genetic methods. This task will require contractor to be �on call� (including holidays and weekends) to receive and immediately analyze (within 24 hours) high-priority samples (e.g., those samples that trigger a reduction to Central Valley Project/State Water Project exports). Also, this task will support the biweekly and annual genetic data collections from Central Valley Project juvenile salmonid tissues.Task 2 - Genetically identify species of samples collected from the Tracy Fish Collection Facility and other monitoring programs. Task 3 � Develop annual study plans and brief Bureau of Reclamation on findings.Performance Period:The period of performance covered under this contract will be from July 1, 2020 through June 30, 2025. The North American Industry Classification System (NAICS) Code for this acquisition is 541690 � Other Scientific and Technical Consulting Services. The small business size standard under this NAICS code is $15 Million. Interested contractors may submit capability statements that include the following information: 1. Company name, address, DUNS number, and point of contact name and email address.2. Business size and classification if applicable (e.g. 8(a), HubZone, Veteran Owned, Woman Owned, etc.). 3. Information that would demonstrate that your business has the capability and resources to meet the contract tasks as described above. 4. Recent and relevant past performance on similar work and indicate how your firm is capable of performing these services. If none, indicate as such. A lack of past performance does not preclude contractors from indicating positive interest.5. Your intent to submit a quote if a solicitation is issued.Capability statements are to be received no later than 5:00 PM PST on Wednesday, December 11, 2019.
