Description
Joint Pacific Alaska Range Complex (JPARC) Integrated Air Defense System (JIADS) Notice of Intent to Award Sole SourceIntent of the Notice: Army Contracting Command-Orlando (ACC-ORL), in support of the United States (U.S.) Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) Threat Systems Management Office (TSMO), intends to issue a contract modification to the Joint Pacific Alaska Range Complex (JPARC) Integrated Air Defense System (JIADS) contract W900KK-15-D-0005, on a sole source basis, pursuant to only one responsible source who can meet the requirements until a follow-on contract can be awarded. This contract modification will increase the JIADS contract ceiling by $39,428,972, from $49,815,000 to $89,243,972. The period of performance (ordering period) remains unchanged through 4 May 2020. Although more than one source may be able to fulfill the requirement, at this time, it would create substantial interruptions and unacceptable delays in fulfilling the Customer's ongoing requirements for the JIADS Operations and Sustainment (O&S) efforts; as well as, creating a detrimental impact on the Customer's readiness. An acquisition strategy is simultaneously being developed for the follow-on competitive procurement with an anticipated date of requirements package acceptance on or about the second quarter of FY20.Brief Description: The JIADS services contract provides operationally realistic Electronic Warfare (EW) threat training O&S services in direct support to Pacific Air Force's (PACAF's) JPARC located at Eielson Air Force Base (EAFB), Fairbanks, Alaska (AK), and via the Joint Deployable Electronic Warfare Range (JDEWR) program at various overseas U.S. Pacific Command (USPACOM) Area of Operations (AOR) locations. Annual Major Flying Exercises (MFEs) conducted at JPARC include Cope North, Max Thunder, Northern Edge, Distant Frontier, and several Red Flag-Alaska (RF-A) exercises. The mission of the JPARC is to provide highly realistic training for service, joint, and coalition combat aircrews, aviation ground crews, surface maneuver units, and command staffs. Red Flag - Alaska is a primary USAF combat training exercise and a Joint National Training Capability (JNTC) accredited and certified event executed within the JPARC, which consists of Military Operating Areas, Military Training Routes, impact and tactical ranges, EW and Electronic Attack (EA) sites, and all facilities and infrastructures required to support live combat training operations. Via the JIADS contract, TSMO provides JPARC (and similarly JDEWR) operational support including real-time air-to-air, air-to-ground, ground-to-air, and surface maneuver mission capture, monitoring, and playback for user feedback and performance self-evaluation, all critical to success of the JPARC mission.TSMO provides via the JIADS contract, realistic threat representative EA/EW training via deployable JDEWR systems and equipment, developed for live aircrew training via MFE events at locations having limited-to-no range instrumentation or lack on-site EA/EW training capabilities to meet PACAF/USPACOM/Allied forces requirements throughout the Pacific AOR. Accordingly, the JIADS contractor deploys, maintains, and operates relevant threat signal simulators at various locations and supports redeployment back to EAFB, where the maintenance and sustainment cycle resumes ensuring realistic threat system operational availability for the next MFE at JPARC, as required.Since award of the JIADS contract in May 2015, numerous then unknown/un-forecasted requirements have been identified and realized, based on emerging operational changes across Department of Defense (DoD), which in turn are driving the extensive and rapid expansion of the JPARC mission and associated operations. This expansion yields directly corresponding acceleration in funds expenditure and associated utilization of available contract ceiling due to increased JIADS contract operations, sustainment, maintenance, modernization, training, labor, procurement, test and verification, and associated MFE training requirements. Specifically, one of the major drivers for the expansion of the JPARC mission is the USAF Record of Decision (RoD), signed 19 Dec 2017, to base the F-35A fifth-generation, all-weather, stealth, multirole combat aircraft at Eielson AFB, Alaska. Since that RoD, it is PACAF's vision and desired end-state that JPARC evolve into the premiere aerospace and security cooperation training venue in the world, developing a counter-5th generation aircraft training range, to ultimately become the USAF's 5th Generation Center of Excellence. It is the characteristics of "stealth" associated with all 5th generation aircraft (F-22, F-35, B-2, and B-21), that also drives increased infrastructure modernization (the procurement of increased lethality threat systems and increased quantity and EW complexity/density) required to provide effective combat training to face emerging rival nation-state threats. Operational modernization and expansion, in scope, breadth, lethality, and density of EW assets is critical for PACAF to realize their vision for JPARC; and TSMO is a critical provider of O&S support to JPARC via the JIADS contract.It is this recent, rapid expansion of JPARC EW infrastructure and associated operations which are driving this contract modification to increase the contract ceiling to enable the JIADS contractor to (at a minimum) maintain and sustain the current level of operations and associated EW support to PACAF via the JPARC, 5th Generation Center of Excellence.THIS AMENDMENT WILL NOT OPEN THE PERIOD FOR SUBMITTING RESPONSES TO THE CONTRATING OFFICE, THIS ACTION IS INTENDED TO CLARIFY AN AMBIGUITY FOUND IN THE PERIOD OF PERFORMANCE AND UPDATE THE ACCEPTANCE OF PACKAGE DATE AS STATED IN THE INTENT OF NOTICE STATEMENT PARAGRAPH ABOVE.Responses: The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Interested firms may identify their interest and capability to meet the requirement and submit their response by close of business 23 August 2019. This notice of intent is not a request for proposal. A determination by the Government not to compete this proposed contract action based upon responses to this notice lies solely with the discretion of the Government.
