- Notice of Intent to Sole SourceThe Department of Veteran Affairs Contracting Office 7 located in Charleston, SC intends to issue a sole source firm fixed price contract with the American College of Surgeons for cancer accreditation at 633 N. Saint Clair Street in Chicago, IL 60611-3295. The contract is expected to be awarded under FAR Part 13. A Limited Sources Justification has been prepared.The contract will be for Commission on Cancer (COC) Accreditation in accordance with the Statement of Need.This contract action is being conducted in accordance with FAR 13.106-1(b) (1), Soliciting from a Single Source . The North American Industry Classification System for this requirement is 813920 with a small business size standard of $15 Million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. American College of Surgeons Commission on Cancer is the only vendor capable of providing a step by step accreditation program for the entire cancer registry. This accreditation establishes 38 standards hospital-wide from surgical procedures, timelines of care, checks and balances to make sure patients get the gold standard of care and ensures a national comprehensive network of care guidelines developed by a group of premier cancer surgeons are followed. This procurement is being conducted in accordance with Federal Acquisition Regulations 12 and 13 Single Source Award Justification for Simplified Acquisitions Procedure and no other vendor will satisfy agency requirements. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contract Specialist by 12:00 P.M., Eastern Standard Time, on Monday, December 9, 2019 in order to establish the ability of the source to meet this requirement. Information must be sent to Maia Rylandlesesene, Contract Specialist, at Maia.Rylandlesesene@va.gov. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Responses received will be evaluated however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Office will proceed with the sole source negotiation with the American College of Surgeons Commission on Cancer. Supporting evidence must be furnished in enough detail to demonstrate the ability to comply with the attached Draft Statement of Need. The Government requires the following questions answered by Contractors providing supporting evidence to meet these requirements:a. Can you provide standards, data systems, quality metrics, and multidisciplinary programs to address the recommendations of the Institute of Medicine?b. Does the Contractor possess the capability to certify an entire cancer registry?c. Does your cancer registry meet 11 eligibility requirements to gain accreditation. They include the basic structure and services required of all cancer programs.1. Facility accreditation.2. Cancer committee authority3. Cancer conference policy4. Oncology nursing services5. Diagnostic imagining services
