Description
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Federal Highway Administration (FHWA) intends to issue a sole source modification to an existing Contract Number 693JJ318C000005 with the University of Virginia (UVA), 1001 N EMMET ST, CHARLOTTESVILLE, VA 22903 to continue providing web support services for tribal access to Tribal Technial Assistance Program (TTAP) on-line training curriculum and associated resources via the existing website and learning management system. Work during this temporary extension includes maintaining a web presence intimately familiar with the current curriculum that provides ready access to transportation technical information relevant to the users, continuing to collect user contact information, and providing access to the UVA learning management system (LMS). Maintaining access to the existing LMS will allow for continued delivery of an on-line training curriculum developed by UVA and which UVA can readily monitor and update as needed. The existing LMS provides for course registration and administration, and for tracking and reporting of all course work. This action will extend the period of performance for a total of 6 months while a follow-on contract for this support is facilitated.2. The sole source modification to the existing contract will provide essential support to the end-users of these tools during a time of peak usage. Traditionally, winter is an opportune time for the end-users to access and utilize the training and prepare for the 2020 construction season.3. As authors of the curriculum, UVA would be able to provide real-time changes and/or corrections should curriculum improvement be needed during the suspension. They have the subject matter expertise to support the technical content and the operational experience with the LMS to maintain a consistent level of service during the timeframe from which the current contract expires (December 5th) until a new award, which is currently in the planning phases, is procured. They have relevant and recent experience with the wide range of students needs associated with this curriculum. This understanding allows them to apply the troubleshooting methods that have been most effective in solving IT and compatibility issues for students accessing the resources. UVA has an intimate understanding of recent/current events in the program and is effective in applying this knowledge in their responses and identifying when issues or requests need FHWA attention. A change in contractor would be detrimental to the student user-base while a follow-on contract is in-process, and would prevent student access to critical training resources as they pertain to FHWA.4. This notice of intent is being published in accordance with FAR 5.2 requiring the dissemination of information on proposed contract actions. The authority for this sole source procurement is (FAR) 13.106-1(b)(1). There is a reasonable basis to conclude that the circumstances of the contract action deem only one source reasonably available due to urgency. Further, award of this requirement to a different source would result in an unacceptable delay in fulfilling the agency’s requirements.5. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability in response to the requirement. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.6. The Government will issue a Justification and Approval (J&A) to support the need for a sole source award. The J&A will be posted to the GPE at http://www.beta.SAM.gov 14 days after award of the modification.
